The Ythan Project:stakeholder involvement in catchment management in Scotland - a practical example Tamsin Morris
Project location Project location River Ythan Aberdeen City
Project background-physical • 95% agricultural land use in the catchment • Rolling lowland landscape • Designated nature reserve (EC Birds Directive) at the estuary
Project background-social • Catchment designated as a Nitrate Vulnerable Zone under the European Nitrates Directive • Lead to much discussion about the area’s future • Community consultation process through a local group (Formartine Partnership) • Consulted local people • Consulted those working for organisations with a remit for the area • Asked to produce a ‘wish list’ for the area
Who are the stakeholders here? • Local residents • Land managers / farmers • Landowners • Those who use the river for recreation • National government agencies responsible for conserving the river • Local government
How can we involve stakeholders? • Project management • Site selection • Gathering information • Individual discussions & assistance where required • Dissemination of project findings at an appropriate level
Project partners • Aberdeenshire Council • Forest Enterprise • Formartine Partnership • Macaulay Land Use Research Institute • River Restoration Centre • Scottish Natural Heritage • Scottish Environment Protection Agency • Ythan District Fishery Board
Project outcomes • Involvement of the local community • Increased awareness of the river environment and our impact on it • Improvements in the ecological state of the river • The provision of guidance on how to involve local people in catchment scale projects
How are we assessing stakeholder involvement? • Through recording the range of involvement in the project • Through monitoring of people’s responses to the project • Assessment of random samples of the population to see how their attitudes to the river, the project and their impact upon the river change during the project
What does this meanoutside the catchment? • Implications for Water Framework Directive (notably Article 14) • Demonstrating community participation (not just consultation) • Guidance on how to integrate local people and national agencies • Provides important input for predicting likely outcomes - can we change people’s responses and attitudes?
