Current situation concerning national inventory system in Ukraine • 1. Previous national inventories • Up to date 3 national inventories were prepared and presented to the Secretariat of the Convention: • 1) 1990 year inventory that was included into the First National Communication on Climate Change; • 2) 1990-1998 years inventories that were presented to the Secretariat of the Convention in 2000; • 3) 2001-2002 years inventories that were presented to the Secretariat of the Convention in 2004. • The methodology was the Tier 1 of the IPCC Revised Guidelines (1996).
2. Detailed inventories in separate sectors of economy. • The detailed inventories were made in a few sectors of Ukrainian economy such as electricity generation, district heating systems, coal mines methane, cement production, solid waste sector. • For the inventory in electricity generation, state and industry level statistical reporting forms were used. Based on these sources, detailed data on fuel consumption by types were used for calculation of some national emission factors. National factors of CO2 emission were determined for 3 basic types of coal that is used in coal power stations in Ukraine and emissions in this sector were determined for 1990 and 1999. • The coal mine methane inventory was based on actual measurement data (Tier 3 approach). Several emission factors were determined. • In other sectors (district heating systems, cement production, solid waste), national emission factors and methodologies adapted to Ukrainian conditions were developed. As a result we have local emission factors and requirements to improve the national statistical reporting.
3. Inventory of 1990-2003 • Preparation of the next inventory started in the end of 2004. The inventory is being prepared by Ukrainian Scientific Research Institute of Hydrometeorology, subordinated to the Ministry of Environmental Protection of Ukraine. The inventory will include the data on emissions in 2003 and missing data on emissions in 1999 and 2000. Also it includes recalculation of the previous data on emissions in 1990-1998 and presents them in common reporting format. • Calculation is conducted at Tier 1 level of detail. However, in compliance with the COP-8 guidelines, this inventory is planned to cover all sectors including forestry, include recalculations for the full time series starting from the base year, provide description of data sources and calculation methods, start using quality assurance and quality control procedures.
4. Resources for national inventory system • In Ukraine there are several qualified experts on GHG inventory system and currently more people are being trained. • TACIS-project the European Commission helps Ukraine and provides necessary technical support of the process of meeting commitments under the UNFCCC. • Necessary data for national inventory system can be obtained from state and industry level statistical forms.
5. Plans of the future actions on national GHG inventory system • The plan on establishing national inventory system is a part and the first item of the national plan of measures for implementation of the Kyoto Protocol and UNFCCC provisions. This plan was approved by the Interagency Commission on Climate Change in the end of 2004. • The elements of the plan are: • 1) preparation of draft resolution of the Cabinet of Ministers of Ukraine concerning organizational structure, planning, management and holding of annual inventory of air emissions and sequestration; • 2) bringing state statistical reporting in compliance with international requirements on accounting of air emissions and sequestration; • 3) developing draft Law of Ukraine "On Making Amendments to the Code of Ukraine on Administrative Violations and Increasing Responsibility of Officials for Authenticity of Information about Air Emissions of Greenhouse Gases."; • 4) making annual preparation and submitting to the Secretariat of the UNFCCC the national inventory of GHG emissions; • 5) developing national guidelines for preparing the inventory of air emissions and sequestration.
The strategy of the national inventory system creation includes 2 stages. • The first stage must be completed in 2005-2006 and includes: • 1) adding to the inventory absent sectors and GHGs; • 2) adding data for all years commencing from the base year; • 3) recalculation for the full time series; • 4) using common reporting format for all years; • 5) providing information about international transportation; • 6) meeting requirements of the Good Practice Guidance for the key sources; • 7) estimation of uncertainty; • 8) fulfilling quality assurance and quality control procedures. • In Ukraine this first stage is in progress and includes necessary activities for meeting the requirements to Annex I Parties of the UNFCCC.
The second stage is planned for 2006-2008 and includes: • 1) determining the national sectoral emission factors and refining sectoral emissions distribution; • 2) developing the list of industries and criteria for enterprises for monitoring and regulation purposes; • 3) forecasting economic development and energy/fuel consumption; • 4) developing industry-specific detailed reporting formats and collecting GHG emissions data from large enterprises; • 5) determining the GHG emission baselines for enterprises and preparing distribution of emission allowances; • 6) creating the data verification system. • Apart from increasing the accuracy of the national inventory, this second stage will provide for reaching GHG emissions limitation objectives.
