Early Years Update • We are increasing our capacity within the Graduated Approach. • The Duty Desk currently operates Wednesday 12-4pm, however from September will operate Monday-Friday 9am-12pm for providers to seek unnamed advice. • From September, all Improvement Advisor’s will also be Area SENCO’s to provide unnamed advice. Every setting will have a named Area SENCO, which will enable the Local Authority to offer up to two visits per term to each setting. • We have also developed a Graduated Approach document to provide information and strategies to settings, including childminders and out of school provisions, focussing on Quality First Teaching.

Parent/Carer and Child satisfaction with EHCP processes The LA would like to find a way to gather views on EHCP and Annual Review processes. One possibility is a Parent/Carer and Children/Young People survey, to be completed at an Annual Review. We hope this can be done electronically: • In practical terms, would it be feasible for the Parent/Carer to complete the survey during an Annual Review meeting using an electronic device? • Would it be possible for the child or young person to complete the survey at school during the Annual Review process? • What are the best options for responses (examples to be tabled)?

New provision – a shared message There are occasions where families may ask us, as professionals, if we think their child should go to a Special School. • We all should explain the range of provision available (with reference to the Local Offer and the services of Sendiass), the importance of considering their child’s views and reports about their needs and progress. • We should avoid making a specific recommendation instead explain the offer (eg, mainstream, enhanced resource and specialist) Remember: whilst the Local Authority has a duty to comply with parental preference we can only do so if the school meets the child’s needs and is an efficient use of resources. This means that SENA will often not be able to agree to requests for specialist provision where the fees are higher than other identified provision that could meet need.
