  9. What’s Hot • Energy Policy Act of 2005 (EPAct 05) • Annually report compliance of each project • Will have to report actual energy consumption reduction achieved based on building operation • FY09 submission included 91 projects • 40 compliant based on submitted A-E design data • Average is 41% reduction over ASHRAE baseline • 51 expected to meet the goal – No data submitted • 0 complete and able to verify consumption reduction

  10. What’s Hot • Energy Independence & Security Act (EISA 07) • 30% (minimum) domestic hot water generated by solar technologies – when Life Cycle Cost effective

  11. What’s Hot • All Projects must provide flexible and open floor plans

  12. Traditional DesignOffices on Exterior Walls Offices on Exterior Walls Open space in center of Building Hard wall offices on exterior walls

  13. Alternative Open Floor Plan Open space at perimeter of building Hard wall offices at core of building

  14. What’s Hot • Base Bid for all Facility projects must incorporate features that will support the addition of roof mounted PV systems • Addition of PV may be as part of base bid sustainable design strategy • Addition of PV may be as project bid option(s) • Addition of PV may be a future ANG Energy project

  15. What’s Hot • Base bid features shall include • Facility orientation and roofing design to maximize potential for PV systems • Roofing structural system designed for PV loads • Electrical Rooms sized for PV systems and equipment • Raceway provided for PV electrical runs

  16. What’s Hot • Ground Source Heat Pump (GSHP) • Must evaluate for all MILCON and Major SRM vertical construction • Should evaluate on all SRM HVAC projects • Use “closed loop” system • Must comply with local/state EPA or Authority Having Jurisdiction

  17. SRM ProgramSustainment, Restoration & Modernization FIM (Restoration and Modernization above green line) FSM (Sustainment below green line) CSAF AFSO21 Energy Focused $’s and Demolition $’s

  18. FY09 SRM Program Execution

  19. FY09 SRM Program Execution

  20. SRM • NGB Approval Authority Required • Minor Construction > $100K • Repair & Maintenance > $300K • Modifications > $10K • Authority required whether or not you have funds • Design Instruction and Authority-to-Bid

  21. SRM Performance Goals • 3-Year Program • FY-00 (FY10) Issue Construction $$ • FY+01 (FY11) Issue Type A & B $$ • FY+02 (FY12) Issue Type A & B $$ • Program Goals • Go broke by 31 Mar • Return no funds to FM • Committed but unobligated $$ are targets of opportunity

  22. SRM • Advance Authorization (Straddle) • Obligation in the current or next FY • Issued on selected 100% designed projects • PMs, BCEs, KOs validate CWEs in Jun & Jul to prevent bid busts • Advance authority issued by mid-Aug • Advance Authorization Goals • Take advantage of current year fallout • Heavy first quarter obligations

  23. FY10 SRM Challenges • Continuing Resolution • Delayed Dispersement of Funds to Early February • $51M Budget Cut • Imposed to pay for AF Corporate Bills • Impact on SRM Execution Strategy • Projects Funded on First Ready/First Funded Basis • Projects not Funded will roll to another FY and/or become potential Advance Cert. Candidates

  24. SRM – Helpful Hints • Communicate early and often with PMs • Submit construction status reports even if there’s only a slight change in progress • Don’t ask for reprogramming until your PM has a chance to work with you • Feel free to call Steve Freese, your SRM Program Manager, DSN 278-8091 • Remember our goal is to keep facility dollars at the base

  25. New ANGETLs • ANGETL 09-11/CPL 09-02, Project Closeout Process • Issued November 09 • ANGETL 10-XX , Military Construction Cooperative Agreements (MCCA) • Developed in Coordination with NGB-PARC-A and ANG/A7A. • Required when using a State Agency to provide Design or Construction Services for the ANG on Land Not Owned or Leased by the ANG

  26. Project Data System Coming Soon! • Current System • The Project Data System (PDS) tracks progress and financial information on Military Construction Projects and Sustainment, Restoration and Modernization Projects for the National Guard Bureau. • PDS in Microsoft Access since 1996 • In 1999, back end database changed to SQL Server to accommodate growing data • Must have access to ANGRC network and logged in to see the data

  27. Project Data System • PDS on the Web • Real-time data • Web based access from any computer with a CAC reader using Internet Explorer • Data filtered so users can only see information for their base • Provides the ability for users to address disconnects with programmers and project managers

  28. Project Data System • PDS on the Web (continued) • Phase I (To be Deployed Summer 2010) • Read only access except for Monthly Construction Status Reports (CSR) • System will prompt submission of monthly CSRs and facilitate report generation • Phase II (To be Deployed Summer 2011) • Planned Functionality to Include • More data access screens • Management of project information by base users • Comprehensive Reporting

  29. Project Data System • Development Delay Factors • Transition of PDS Developers from A7 to A6 • Certification and Accreditation Requirements • Future AF System in Development • NexGen IT • Replacement of ACES PM • Envisioned to provide One Standardized System to Replace All AF Component Systems to Include Base Level Project Management • Earliest Deployment – Summer 2012

  30. SRM Project ExecutionUnique Features and Procedural Differences One Year Money 2-Year Execution Cycle Numerous Project Types Design Presentations Approach to Sustainable Design ABIs/Bid Options Contingency Funding OARS

  31. SRM Project ExecutionOne Year Money Funds issued in First Quarter Pending Continuing Resolution. Funds Expire 30 September NGB/FM Expects Execution of Funding in First 3 Qtrs. Uncommitted Funds after 31 March could be withdrawn and redirected to other corporate bills. Checkbook Closes Mid-August Flexibility to Redirect Excess Funds and Fund Shortages is Diminished after this Point Advanced Contracting Candidates Identified in 4th Qtr for Fallout Funding or Early Funding in Next FY.

  32. SRM Project Execution2-Year Execution Cycle FY+0 Projects Should Be Designed and Ready to Advertise at the Beginning of the First Quarter Acquisition Plans In Place in First Quarter FY+0 Funds Become Available Goal/Metric: Bids Opened by 31 March Firm Pricing on all projects NLT 30 June Design Instructions for FY+1 Projects Should be issued Within the First Quarter

  33. SRM Project ExecutionNumerous Project Types with Differing Procedures NGB Approval Level Construction Local Approval Level Construction Energy Audits (Minot Manages) Smart Meters “Other” Energy Projects Master Plans/Studies Demolition DESC

  34. SRM Project ExecutionDesign Presentations As Determined Appropriate With Your PM Large Scale and Complex Projects May Require Same Level of Reviews and Presentations as MCP Projects Should be Determined When Design Instruction is Issued Typically Includes Type A Concept Submission and Presentation (If Deemed Appropriate by PM) Type B Prefinal Submission and Presentation (If Deemed Appropriate by PM)

  35. SRM Project ExecutionApproach to Sustainable Design Executive Order 13423 15% of Existing Building Inventory Shall Incorporate Sustainable Principles for Existing Buildings by 2015 Employ Sustainable Principles in SRM Project Designs Optimize Energy Performance Address in Maintenance and Operation Practices Each DD Form 1391 Should Be Reviewed to Determine Appropriate Incorporation of Sustainable Design Principles and LEED Certification Goal

  36. SRM Project ExecutionABIs/Bid Options Not Normally Used for SRM Projects Design What is Needed, No More, No Less SRM Projects Are Not Line Item Appropriations as for MCP Projects We have the flexibility of reprogramming, if necessary, and getting what was originally intended by the project without going back to Congress for approval

  37. SRM Project ExecutionContingency Funding Not Provided at Bid Opening Puts Funds at Risk to Expire at End of Fiscal Year Request via Construction Status Report Changes for Contracts Funded in Prior Fiscal Years Must be Supported with Prior Year Funds

  38. SRM Project ExecutionOARS Obligation Adjustment Reporting System Can’t Use Current Year Funds for Changes on Prior Year Funded Contracts Can’t Split Funding for Design Changes Either Must Use Prior Year Funds Obtained via OARS Process Requested Through Local FM Changes Above $100K Require SAF/FMBMM Approval

  39. SRM Project Showstoppers Before projects will be authorized to bid: DD Forms 1391: Must be up to date and signed at required authority level Designs must be up to date Current with design criteria Cost Estimates MCCAs: Must be fully executed Current MC (529) costs under statutory limit All Required NEPA Actions must be complete Any other Project Prerequisites must be cleared
