Basic facts • Following a lenghty debate the legal frame-work entered into force in 1999 (law) and October 2000 (decree). • The available fund for promotion of integra-tion is annually decided upon by the parlia-ment (approx. 7.5 mio Euro p.a). • The six program themes of the first three years (2001-2003) were set out in a priority order. Facts and figures • Approx. 220 requests for financial support were approved of in 2001, approx. 350 in 2002 and approx. 400 in 2003, resulting in a total of approx. 1,000 projects. • In average the aid (co-financed by the con-federation) reaches 22,000 Euro per project. • For example language skills: Approx. 350 projects have been granted an average contribution of 19,000 Euro. The federal aid per lesson is approx. 53 Euro. 25‘000 to 30‘000 individuals of the target group have been reached. EKA - CFE

  4. Special aspects • Promotion of skills is „only“ one aspect of the program. Other aspects were considered important as well (e.g. participation). • Preference was given to supporting a large number of smaller projects rather than a few large scale projects. Non-professionals (e.g. foreigners‘ organisations) have been included. • In general only specific activities were supported (no structural projects). • The task of putting projects into action was constantly developed by the federal office and the commission: a learning process. Involvement of non-professional project initiators • Receiving financial aid by the confederation was also seen as a substantial acknowledge-ment of previous work. • The majority of project proposals submitted were subject to revision. This resulted in a substantial workload. • The quality of projects submitted between 2001 and 2003 has improved markedly. • Receiving comparatively large sums of money is not always unproblematic in the case of non-professional organisations. Other experiences and insights • The regional structures of integration were strenghtened: a dynamic process. • The ratio between submitted projects and approved projects has improved significantly. This can be appreciated as a „learning process“, or questioned as a „reduction“ of the concept of integration. • Some decisions could not be sufficiently coordinated or checked for feasibility. Priority order 2004-2007 • Insights of the evaluation as well as changes in the outset were taken into account. • The new focal points: A: furthering of understanding B: accessibility of institutions C: living together D: development of competence centers E: innovation and quality management • A new concept of operation.
