Evaluation of the work done Rich materials have been provided: learning examples for all Caucasus countries Information about the way WG have worked on the Occupational Profiles (OP’s) is provided in the reports Results: Occupational Profiles for the hotel, restaurant and tourism business. Ar : 7 , AZ : 14 and Ge : 10 (+ 11 professional standards made by GE).

Evaluation of the work done Observation 1 Working Groups are well under way. There are OP’s as basis for Qp’s in the ETF pilot Working Groups found commitment by relevant actors for making the OP’s
2. Evaluation of the process Actors involved in OP development: Employers of the hotel and restaurant sector (management level) are consulted Staff was consulted to provide practical information Also educational institutions were involved and representatives of social partners
Evaluation of the process Way of working by Working Groups: Positions are mapped by using - classifiers - consultation of employers - templates From a general total of positions professions typical to tourism are selected GE: new law introduces standard that affects OP and QP making
Evaluation of the proces Observation 2 Mapping positions is a first start for developing OP’s WG found each practical solutions to make a list of professions for the ETF pilot NQF’s need labour market research as basis for OP development. OP development keep NQFs dynamic Qualitative labour market research about professional structures in companies/sectors is recommended
Contents of Occupationalprofiles Mini Format 2006 is used by AZ and GE Mini Format 2007 is used by AR Some additional descriptors are used (knowledge and skills) by AR and GE. remark Format of 2007 includes ‘performance criteria’ as a descriptor for QP’s. The other descriptors are common.
Contents of Occupational profiles Observation 3 Mini Format presents the contents of a profession (task areas/ work processes) presents wording to assess the level of a profession (role/responsibility/complexity) presents outcome based formula (results/performance indicators) These are essential characteristics for labour market driven OP’s/NQF’s In practice you see a variety of OP’s.
Contents ofOccupational profiles Similarities/Differences in OP’s: All countries have elaborated the characteristics. Task analysis AZ + GE : describes activities and results AR : describes work processes and performance criteria Additional descriptor AR + GE: add knowledge and skills as a new descriptor to the OPs AR + AZ + GE use all other descriptors
Contents ofOccupational profiles Activities/work processes Work processes (as sets of activities) are mentioned for QP making as it is suitable for describing ‘performance indicators’ in which you also formulate the required behaviour of a person. Activities lead to: result criteria Work processes lead to: result criteria and process criteria (within performance indicators) You need to have result and process criteria for assessment.
Contents ofOccupational profiles Knowledge and skills Could be added to OP’s and should be added tot QP’s. A QP must say something about knowledge and skills as these are to be thaught in education. An OP is not used in education but serves as construction material for making QP’s. Important is to find general words to say what is required. In educational programmes one can specify this in subjects and skill training
Contents ofOccupational profiles Observation 5 Apart from the using of the different Mini formats, there are similarities. Feedback of the Working groups on their experiences with the Mini Format on the following issues: • you are making the labour market transparent with the OP’s? • you are creating yourself a tool by OP making to focus educational institutions on labour market demands?
Regional Conference October 2007 Results: • Mini format 2006 and 2007 is a workable tool • OP’s made need some revision. • One is able to complete the list of OP’s in 2008 and make a transfer to a Qualifiation structure • Need for the development of a standard for OP’s and QP’s (also other standards are required)
