Education System • Education System: 12 Years (6+3+3) • 11,370 schools • 26 Teacher Training Institutions • 111,261 Educational staff • 101 Higher Institutions (Public: 39 & Private: 62) • 3.5 million children in the school system from pre-schools to tertiary level. It represents ¼ of total population of Cambodia (14 millions). • The net enrolment rate in primary education has been increasing steadily by around 97% over the last ten years.

EDUCATION FOR ALL • Education Policy and Plans: • 1-To Universalize 9 years of basic education and developing opportunities for functional literacy • 2-To Modernize and improve the quality of education through effective reform • 3-To Link education/training with labor market and society • 4-To Rehabilitate and develop Youth and Sport sub-sector

ESP Education Strategic Plan 5 years • The Education Strategic Plan meet with three policy objectives: • (a) Ensuring equitable access to education services; • (b) Improving quality and efficiency of educational services and • (c) Institutional and capacity development for educational staffs for decentralization

Overview-ICT • In many countries, ICT has become an integral part of education delivery at all levels • For the most advance countries, classrooms have been equipped with PCs for students to use them interactively and individually for their learning processes during and after class • In Cambodia, we recognize that we are at the early stage of using ICT to broaden access and improve the quality of education

Overview-ICT • Cambodia in the process of introducing ICT into • schools through local, regional and international • cooperation • ICT cannot be applied without clear goals • Adopting a longer term systemic strategy to narrow • the digital gap (ICT Policy & Plan of Activities) • Developing Policy and Strategies on ICT in Education • Developing the Master Plan and Plan of Activities for • ICT integration in education system (2009)

ICT Policy & Strategy in Education • Provide access to ICT for learning and communication to teacher training institutions and then to schools across the country. • This drive must be accompanied by the development of appropriate strategies, namely: • 1) Learning Need Assessment; • 2) ICT Networking; • 3) Learning Resource, Research and Courseware; and • 4) Teacher Development and Training.

ICT Policy & Strategy in Education • The strategy chosen by the Ministry of Education, • Youth and Sport for the integration of ICT in the • teaching and learning process by two major steps: 1) To integrate the use of ICT in the context of pre- service training, improving the quality of teacher education 2) To be introduced in schools

ICT Policy & Strategy in Education All policy and plans agree on the following needs: • To provide access to ICT for all teachers and students. • To emphasize the role of ICT as a tool for teaching and learning. • To increase access to information. • To promote education for all through usage of all types of electronic media. • To use ICT to increase efficiency and effectiveness of the school system (for both education and school management)

ICT Policy & Strategy in Education • ICT Training for Pre-service and In-service teachers and educational staff (Teaching and Non-teaching) • Use ICT as a tool for teaching and learning starting from Teacher Training Colleges and Higher Education to General Education ( Upper-Lower and Primary Levels) • Available infrastructure for teaching & learning ICT in 26 Teachers Training Centres (TTC) and some educational institutions

  13. Goals and Objectives-ICT in Education To complete and implement a Master Plan for ICT in Education. Goals To create, train and support, within MoEYS, a solid and well connected internal network of ICT practitioners who will technologically lead the MoEYS to effective and sustainable use of ICT in Education. Define the programs and curricula required to support such the different applications of ICT in the Education System, ensuring that all such applications can take place in Khmer.

  14. Goals and Objectives-ICT in Education Find and test the technologies that are best adapted to Education in Cambodia, and which might lead to sustainable facilities. Open and Distance Education. To ensure that basic infrastructure for e-learning (tools and know-how) is available in Khmer language, and institutions desiring to deploy e-learning have access to the necessary training and resources.

  15. Goals and Objectives-ICT in Education Planning. To develop and coordinate the implementation of the Master Plans and Action Plans for the use of ICT in Education. Training of Ministry staff. To ensure that central and provincial level Ministry staff are trained to make effective use of ICT in their daily work, improving their efficiency and productivity. Central Training Facilities. To ensure that ICT training facilities are available for the Ministry to be able to deliver training to administrative and teaching staff.

  16. Goals and Objectives-ICT in Education ICT infrastructure of the Ministry. To plan, deploy and maintain a Ministry-wide computer network, including Ministry central and provincial offices, schools when possible, and public and private tertiary education institutions Research on technology. To keep the Ministry informed on the technology that is most adequate for its infrastructure and for schools. ICT Infrastructure of Schools. To develop and maintain recommendations and procedures for the effective use of ICT in schools. .

  17. Goals and Objectives-ICT in Education Coordination with outside. To ensure that the Ministry stays in close coordination with the rest of the government on issues related to ICT, as well as with national and international agencies, NGO's, donors and ICT companies. To develop ICT-based content for core Education subjects. Monitoring and evaluation. To establish and execute procedures to monitor the correct execution of the activities of the Office, and of the achievement of these objectives. To define evaluation procedures and methodology to ensure that ICT training produces the desired results.

Success Stories of ICT Integration • The Royal Government of Cambodia has set up the • National Information Communication Technology • Development Authority (NiDA) to develop and promote • national approach to E-learning and distance learning • standards. • The MoEYS has set up the responsible units for IEC and • EMIS to collect data and disseminate information and to • promote information school based management (ISBM) • Establishing an Office for ICT in Education, MoEYS • - Developing Policy and Strategies on ICT in • Education in 2005

Success Stories of ICT Integration Developing the Master Plan and Plan of Activities for ICT integration in education system in 2009 • Building plans to improve ICT competence for pre • and in service teachers and administrators • through training process. • Mobilizing partners to contribute and support ICT • policies and strategies in education. • Ongoing developing policy on Open Distance • Learning.

Success Stories of ICT Integration • ICT infrastructure and training in Teacher Training Colleges • (TTCs) • Teacher trainees are required to learn at least 2 hours per • week in ICT course by using ICT as the tool of teaching and • learning process • Improving ICT competence for pre and in service teachers • and administrators through training • Developing the contents, curriculum and materials for • teaching and learning ICT • OpenOffice-Khmer Localizations (Open Source Application)

Success Stories of ICT Integration Pilot Projects for ICT in education including ICT infrastructure, teacher training, curriculum development,ICT-Based Materials Development connectivity are largely supported by the partnership: - SEA-Edu.net (SEAMEO SEAMOLEC, Indonesia), - NEXT-Generation of Teachers (UNESCO-Intel), - SMART School (Malaysia) - ICT Training Program for Teachers (Busan, the Republic of Korea) - SchoolNet Program (UNESCO-ASEAN-Japanese Trust Fun) - INITIATE Singapore ( ICT Cooperation) - ICT Pilot Classroom ( The Republic of Korea) - INTERNET CONNECTION (Metfone, Vietnam, EZECOM) - Open School Program (Open Institute-Spanish Cooperation WordForge) - World-links (World Bank)

  22. Success Stories of ICT Integration -Resource Schools (ADB); Distance Learning Program (IDRC-Canada; ICT-Cooperation in Education (Brunei, Thailand and countries in the region). With all kind support and cooperation from the partners, the MoEYS is currently achieving: • Developing secondary school math, science and language ICT based resources • Developing and introducing ICT curriculum materials for secondary schools (Grade 11 & 12 ) • Over 700 schools are equipped with computers and ICT infrastructure • Over 1,000 site (schools, TTCs, Education offices) are connected with internet and e-mail accounts, edu@moeys.gov.kh

ICT Infrastructure • Computers • 26 teacher training centers • A number of high schools around the country have • computers for student training • Resource centers with computers and Internet • connections established in all provinces • Software in local language • Course Management System • Content Management Program • Know how • Courses on e-Learning from InWent have been • translated to Khmer: management, instructional • design, content development, tutoring, and platform setup and management

ICT Infrastructure • Communications • The Ministry needs a private network–Cambodia must • develop such network to deliver e-Learning to as many • possible locations at the lowest possible cost • The technologies available this network are a digital • subscriber line (ADSL) without Internet service • provider (ISP) and Wireless. Open fiber still expensive • and difficult to deploy.

  25. Bottlenecks • Resource fund for ICT infrastructure and software/ hardware supply and maintenance • Cost of international connectivity is high • ISP (Internet Service Provider) offers some preferential rates, but still expensive for our schools • E-mail and internet connection still limited to 24 provincial offices of education and schools.

  26. Bottlenecks • Constraints in expanding ICT in education such as limited ICT resource persons,poor English for content development and poor computer training facilities • ICT training courses forteachers, administrators, ICT persons, web-based developers and technicians are still high priority

ICT Forward Look • Expanding Resource Schools anddeveloping the use of ICT support materials in the revision of the school and teacher training curriculum • ICT teaching and learning materials can be provided in Khmer language at international standards • Providing access to E-learning, distance learning and networking standards, and be used to enrich the teacher education curriculum through accessing the Internet for special studies • Expanding links with potential international partners in expanding ICT based support to education service delivery.

Conclusion • Within ICT policy and strategies, all the elements of success: clear goals and impact, technological know-how, engaged partners, funding, and mechanisms for integration of the results in the teacher training processes and development secondary school math, science and language ICT based resources • Commitment to broadening and deepening its range of partnerships for ICT in global education, hardware, software and people-ware
