Overview 1 • North Yorkshire population approx 600,000 - 2011 figures • By 2035, it is estimated to grow to over 650,000 • Over 20% of population of the county are aged 65 and over – considerably higher than national average – this is expected to grow to 31.5% by 2035 • The North Yorkshire Strategic Housing Market Assessment household survey in 2011 reported that, in terms of help or assistance in undertaking everyday tasks a substantial proportion of older person households overall across North Yorkshire suggested current need. Assistance with cleaning the home (48%), help with gardening (43%) and help with other practical tasks (42%), in particular all received high proportions of households suggesting immediate requirements.

Overview 3 Cost effectiveness of preventative measures and highlights the following potential cost savings: • • Postponing entry into residential care by 1 year saves on average £28,080 per person • • Preventing a fall leading to a hip fracture saves the state £28,665 • • Housing adaptations reduce the cost of home care (saving £1,200 to £29,000) • Preventative interventions can reduce demand for local authority funded social care support and hospital use
Current Position • HIA/Handpersons Type Services • 22 Agreements – Community Care Agreements and Letters of Agreements with 4 organisations • 7 Strategic Housing Authorities – also contract for HIA and Handyperson with the 4, therefore increasing number of agreements
Why the need for Change • Large number of different agreements • Different locality service specifications • Unclear what outcomes and VFM is being achieved by each agreement due to the age of the originally commissioned service spec. • Different charging frameworks. • Overall – lack of consistency in how existing services across North Yorkshire are delivered • Procurement rules dictating a need to test the market to optimise quality of delivery and value for money

The Re-commissioning Process So Far • Evaluate existing spec, ensuring it is robust and deliverable – current spec in operation since October 2013 • Undertake further stakeholder consultation and market development • Conduct Procurement Exercise to obtain suitable providers for the future

Procurement Time Line • August/September 2013 – complete consultation exercise, finalise specification and prepare ITT Document • 7th October – tender process goes live through YORtender • 27th November – tender closing date • December – tender evaluation, including interview/post clarification • Late December – notification letters and standstill period • Early January – Contract Award • Jan – Mar – Transitional period • 1st April 2014 – new contracts begin
