GCCE Project Goals • Goal 1: improve the teaching and learning about global climate change in elementary and secondary schools, on college campuses, and through lifelong learning; • Goal 2: increase the number of people, particularly high school and undergraduate students, using NASA Earth observation data, Earth system models, and/or simulations to investigate and analyze global climate change issues; • Goal 3: increase the number of undergraduate students prepared for employment and/or to enter graduate school in technical fields relevant to global climate change. Funding Categories D/M (Data/Models): Using NASA Earth system data, interactive models and simulations to strengthen teaching and learning about Global Climate Change R (Research): Global climate change science research experiences for undergraduate or community college students and pre- or in-service teachers including those in nontraditional teacher licensure programs. Proposals may address one or both categories. GCCE CAN Section 1.3
NASA Education Outcomes - I The GCCE project directly supports Outcomes 1 and 2 of the NASA Education portfolio by contributing to the accomplishment of the following specific associated objectives: • Objective 1.2 Higher Education: Student Support—Provide NASA competency-building education and research opportunities to individuals to develop qualified undergraduate students who are prepared for employment in STEM disciplines at NASA, industry and higher education. • Objective 1.3 Higher Education: Student Involvement Higher Education—Provide opportunities for groups of post-secondary students to engage in authentic NASA-related, mission based research and development activities. • Objective 1.4 Higher Education: Course Development—Develop NASA-related post-secondary course resources for integration into STEM disciplines. NASA Education Outcomes - II • Objective 2.1 Elementary and Secondary Education: Educator Professional Development – Short Duration—Provide short duration professional development and training opportunities to educators, equipping them with the skills and knowledge to attract and retain students in STEM disciplines. • Objective 2.2 Elementary and Secondary Education: Educator Professional Development Long Duration—Provide long duration and/or sustained professional development training opportunities to educators that result in deeper content understanding and/or confidence in teaching STEM disciplines. • Objective 2.3 Elementary and Secondary Education: Curricular Support Resources—Provide curricular support resources that use NASA themes and content to a) enhance student skills and proficiency in STEM disciplines; b) inform students about STEM career opportunities; and c) communicate information about NASA’s mission activities. • Objective 2.4 Elementary and Secondary Education:Student Involvement K-12—Provide K-12 students with authentic first-hand opportunities to participate in NASA mission activities, thus inspiring interest in STEM disciplines and careers. Special Reporting Requirements Within one month after award: • Submit a descriptive project abstract for the GCCE website. • Submit a management/evaluation plan with associated timeline and milestones. Quarterly reports: • Brief bulleted list of progress and accomplishments/milestones. • Schedule status, including status of major tasks and a revised timeline if needed. Metrics: • NASA Education metrics (OEPM). These will be finalized at the time of award. • Impact metrics (as appropriate). These will be defined in collaboration with the GCCE awardees. Eligible Organizations • The following U.S. organizations are eligible to propose: • Higher educational institutions • State agencies, local agencies, or federally-recognized tribal government agencies • Public school districts • Nonprofit organizations • Historically Black Colleges and Universities (HBCU) • Hispanic Serving Institutions (HSI) • Tribal Colleges and Universities (TCU) GCCE CAN Sec. 3.1
Eligible Partner Organizations • In addition, the following may propose through partnership with a lead organization • NASA Centers • Federal Agencies • Federally Funded Research and Development Centers • For-profit companies (no profit allowed) • Non-U.S. organizations and other institutions (no exchange of funds) GCCE CAN Sec. 3.1

Registration Requirements • In order to submit a proposal, all team members and their organizations must first be registered in the NSPIRES (http://nspires.nasaprs.com) system. • Proposers submitting through grants.gov must also register on http://grants.gov. • Details of the multi-step registration process, which takes 3 business days (or up to four weeks if all steps are not completed in a timely manner) to register a new organization, are described in http://www.grants.gov/assets/ApplicantUserGuide.pdf. Notice of Intent – due March 18 • NOI’s are strongly encouraged by due date • Information provided in NOI’s is of considerable value to both the proposer & NASA as it is used to help expedite the proposal-review activities • Separate NOI should be submitted for each intended proposal • May be submitted directly by the PI once the PI is registered in NSPIRES • Submit via NSPIRES (grants.gov does not support NOI submission) • Late NOI’S are still of value to NASA GCCE CAN Sec. 3.4
Proposal Submission Requirements • Proposal must comply with all format requirements identified in the CAN & in the Guidebook for Proposers • Recommend that proposers assemble their proposal into a single, unlocked, searchable PDF document prior to upload of proposal (NSPIRES only) • Budget: • Detailed budgets & justifications are required for all subawards, regardless of dollar amount • Dollar amounts with no explanation may reduce proposal acceptability or cause delays in funding should the proposal be selected GCCE CAN Sec. 4
Submission Requirements • All proposals must be submitted electronically via NSPIRES or grants.gov (http://grants.gov) by the authorized organization representative (AOR) • When an individual acts as both the PI & AOR, the individual must take separate action for both roles to ensure that proposals are properly submitted • Hard copy proposal will not be accepted • Every institution/organization that intends to submit a proposal must be registered in NSPIRES • Every individual named on the proposal’s electronic Proposal Cover Page form, including Co-Investigators and collaborators, must be registered in NSPIRES • NSPIRES helpdesk: nspires-help@nasaprs.com GCCE CAN Sec. 4
