1. 11/4/2011 BPA TBL- NWP&CC Wind Workshop 1 Wind Energy & Electric Power Systems Workshop (NWP&CC) Most of my experience is with Large Wind projects, connected to the BPA system.
I have attended Wind conferences where NREL and NRECA have discussed small distribution connected and even smaller residential and farm connected WTG’s. There are several programs addrerssing these initiatives.
Net Metering is one of the better ways to encourage such installations.
I have recommended in meetings with OWWG that a distribution utility undertake a small 1-3MW pilot project to see what concerns there would be for PUD’s/Coop to integrate 1-10MW wind generation on distribution linesMost of my experience is with Large Wind projects, connected to the BPA system.

Limited Generation dispatch patterns.
Use of Power utilization factors (PUF) to determine power flows over specific flow gates.
Maintain current contract rights.
Establish Transmission Reliability Margin (TRM) for load forecast error, modeling uncertainty and operational flexibility

Clearer identification of infrastructure needs (when, where new transmission needed).
Less risk of unneeded infrastructure investment.
More effective (and efficient) curtailment and redispatch.
Facilitates development of new Tariff-based products that may more fully utilize ATC.
