  2. About District 12 District 12 is very poor and starvation is a major issue for the citizens. Due to the lack of Food, the local capitol authority figures, the Mayor and the Peacekeepers often bend the extremely strict laws of Panem. .

  5. Social Standing The Hunger Games is a novel about the "haves" and the "have not's" – that is, the people who have money and the people who don't. While the Capitol is wealthier than all of the districts, some districts are treated better than others, because they are closer to the Capitol, so they can train their tributes to do well in the Hunger Games. District 12, Katniss’s district is a coal mining Region that never stands a chance in the Games. They vieww the games as punishment, and something that robs them of their children.
