  2. History of Compost Emissions • First SCAQMD Source testing in 2001 • Rule 1133 initially focused on biosolids emissions • Similarly Rule 4566 (SJVAPCD) focused on biosolids and manure • Now looking at green materials

  3. Other approaches: • Yolo-Solano AQMD and Sacramento Metropolitan AQMD using a “grandfather” approach: • SWFP limit * Emission factor = VOC “cap” • O.K. for existing facilities, unknown for new facilities.

  6. Appropriate focus of 1133.3 • Regulate the process or the source? • More green material in SCAQMD going to land ap. or ADC. • ADC may be on the ground for up to 3 weeks prior to spreading.

  7. Current Status of Rule 4566 • Committed group of composters sharing data. • SJVAPCD committed to creating a rule which balances need for reductions with reality of composting industry. • SJVAPCD has made a number of significant changes in response to industry comments. • Existing Rule 2201 bigger concern

  8. Mitigations • Hired SDSU to study potential mitigation alternatives. • Focusing on two: • Irrigation (24% VOC Reduction) • Compost Cap (53% VOC Reduction) • Medium vs. Large Facilities • Next Meeting December 9 (Fresno)

  9. The Primary Concern • Cost of compliance will affect already marginal economics of composting, sending organics needed for the soil to other, cheaper, less sustainable options. • We need more facilities, not less, especially in Southern California.

  10. Need to Organize • Kudos to ACP for bringing us together. • Need to work with SCAQMD to do our best to provide good information. • Everyone wants a workable outcome.
