Who we are? • AusAID program based in Suva, Fiji • Work in partnership with key Pacific leaders • Phasing of work: • Leadership development with individuals, organisations • Developmental leadership - exercise of leadership around the key issues • Focus on ‘coalitions for change’ (collective action)

  4. Role of Research and Learning • Research to support : • design of PLP • design of programs and implementation (tailored to partner needs) • Use of International literature and learnings • Research supporting our story and testing our impact

  5. PLP Purpose PLP works with committed Pacific Islanders to identify, shape and lead developmental change. In particular, PLP supports inclusive and durablechangethroughthe exercise of collective leadership.

Key Learning #2 2010 Forum in Apia, Samoa; youth decision to lobby forum leaders to recognise youth unemployment as a critical issue PLP negotiated a ‘support’ role • Effective relationships with local actors are critical to building ownership, ensuring genuine commitment and the provision of effective support • Appropriate partnership model • Sometimes ‘critical friend’

Key Learning #3 Coalition: ILO, SPC, PIFS, UNDP, UNICEF, USP, PLP Key individuals guided process through to 2011 Pacific Islands Forum Leaders Meeting, Auckland • Sustainable change is more likely when a range and appropriate mix of individuals/organisations exercise collective leadership and share risks • Coalitions for Change • Symposia on coalition building

Key Learning #4 Process of YEA has improved NYC and PYC profile, capacity, skills, networks Youth councils now more central to youth development planning and action (regionally and nationally) • Collective problem-solving and learning by doing, on specific issues, can create the space, skills, momentum, and leverage for leadership • The practice of ‘leading’ change cannot be taught

Key Learning #5 YEA origins were not easy or smooth Process through PIF channels had political obstacles • External agents are able to support local ‘leadership for change’, despite this being difficult and unpredictable. • Leadership is often risky and experimental (discomfort and loss) • Change must be developmental • Exercise of leadership for change is ‘political’
