GOVERNMENT PROCUREMENT ACTION - COMPETITIVE BID PROCESS FOR PROCUREMENT - PRIVATE SECTOR SHIPYARDS RATHER THAN GOVERNMENT SHIPYARDS - UTILIZE THE EXISTING “SURVIVOR” SHIPYARDS; THEY HAVE PASSED THE TEST - IMMEDIATELY COMMENCE PRACTICAL SHIPBUILDING PROJECTS - BUILD NEW GOVERNMENT SHIPS ON A RATIONAL SCHEDULE TO ENSURE CONTINUITY OF WORK
