The Role of VicHealth • Established by the Victorian Parliament as part of the Tobacco Act 1987 • The Victorian Health Promotion Foundation, best known as VicHealth, works in partnership with organisations, communities and individuals to make health a central part of our daily lives. • The focus of our work is on promoting good health and preventing ill-health • Essentially VicHealth works to fund health promotion initiatives and research that aims to improve health promotion

VicHealth - Focus Health Promotion Health Promotion is the process of enabling people to increase control over, and to improve their health. VicHealth was the first ever health promotion organisation funded from a tax on tobacco

The role of VicHealth • VicHealth role is to promote health by targetting the broader social, economic and environmental factors that influence health.
One of the main contributions VicHealth makes to health promotion is by forming partnerships with community organisations by providing financial grants to help fund various programs that promote the health and wellbeing of Victorians. • Specifically, VicHealth funds over 800 projects a year to promote the wellbeing of Victorians. • Organisations and local governments can apply for funding towards projects that aim to promote health and reduce the health inequities that exist between population groups in Australia. • In order to target their strategic priorities, VicHealthfunds programs relating to sport and physical activity, arts and culture, and education.
VicHealth provides sponsorship for a range of sporting, cultural and artistic organisations throughout Victoria. As VicHealth raises the public’s awareness of the opportunities provided by such groups, more people are likely to participate and therefore improve their health. • VicHealthalso plays a major role in supporting research relating to health promotion. • For example, VicHealth has researched the relationship between income and factors such as tobacco smoking and food insecurity. This allows programs to be implemented that may decrease the impact of tobacco use and food insecurity. Much of the research funded by VicHealth relates to population groups that do not experience the same level of health as the rest of the population, such as Indigenous Australians, people from low socioeconomic backgrounds, and people living in rural and remote areas.
VicHealth evaluates health promotion programs that have been implemented to ensure that programs are continually evolving and that funding goes towards programs that have the greatest chance of achieving the desired outcomes. • VicHealth has formed partnerships with international, government, non-government and community organisations. Through these partnerships, VicHealth is able to advocate for health promotion policies and programs. Although VicHealth is funded by and reports to the Victorian Government, it does not have legislative power. That is, it is not able to change laws and policies. As a result, VicHealth attempts to influence Government decisions by producing evidence relating to health promotion policies and activities, and by advocating for health promotion through publications, digital media, events and media relations

Potential outcomes of a VicHealth funded project • Example – QUIT program • VicHealth - Promotes health, works with a number of groups, strengthens understanding and skills, Provides support and resources • Social model of health – Intersectorial collaboration, empowerment, broader determinants of health • Outcomes – Aims to educate and provide skills and support to people to quit smoking as well as reduce the convenience and availability to smoke ultimately making it harder to smoke and therefore reduce smoking related harm • 1987: 34% smoking rate • 2007: 17% smoking rate = less smoking related harm
