The General Teaching Council for Scotland: Background Set up by Act of Parliament in 1965 Powers extended by Scottish Parliament in 2000 and 2006 Announcement of independent status for the GTCS January 2008 Scottish Parliament legislation March 2011 GTCS became independent April 2012

Independent Council Membership 37 members in total • 19 elected teacher members • 11 appointed members • 7 nominated members • 4 year term • Panels: members all appointed, • a majority of registered teachers
Independent GTCS 1: General functions • to keep the register • to establish (and to review and change as necessary): the standards of education and training appropriate to school teachers the standards of conduct and professional competence expected of a registered teacher
Independent GTCS 2:ITE It is for the GTCS to determine what constitutes a recognised teaching qualification for individuals seeking registration as a school teacher. A determination may make such provision about the education and training required to attain such a qualification as the GTCS thinks fit.
Independent GTCS 3:Re-accreditation Scheme The GTCS must make and publish a scheme setting out measures to be undertaken for the purposes of allowing it to keep itself informed about the standards of education and training of registered teachers. Professional Update
Teaching Scotland’s Future (2011) Recommendation 2 Education policy should support the creation of a reinvigorated approach to 21st century teacher professionalism. Teacher education should, as an integral part of that endeavour, address the need to build the capacity of teachers, irrespective of career stage, to have high levels of pedagogical expertise, including deep knowledge of what they are teaching; to be self-evaluative; to be able to work in partnership with other professionals; and to engage directly with well-researched innovation.
Teaching Scotland’s Future (2011) Recommendation 46 A clear, progressive educational leadership pathway should be developed, and embodies the responsibility of all leaders to build the professional capacity of staff and ensure a positive impact on young people’s learning. Account should be taken of the relationship between theory and practical preparation, including deployment to developmental roles.
