Ethics as a scientific trend - Ali IbnSina (Abu Ali al- Husain IbnSina) – Avicenna- prominent oriental thinkers • his books “Books of healing”, • “Books of Knowledge”, • “Book of Direction and Remarks”, • “Books of Salvation” and “Canon of Medical Science -Scientist, thinker and political figure of the XIII century NaseeruddinTusi • his work “AhlokiNosiri” composed of two parts: • “On the fundamentals of morals” and “Doctrine of the purpose”.
The First Ethical Committes • The first ethical committee -- Committee on Medical Ethics (CME) 2004 Ministry of Health established the • Republican Committee on Medical Ethics (RCME) at the Department of Management of Medical Personnel and Science (Order No 250:4 of June 2004).
The first research that had undergo ethical review to ensure the compliance with documents setting international rules in ethics was a joint Tajik –American research in AIDS and Hepatitis C in drug addicts.
Legal documents The Committee on Medical Ethics (CME) at the Health Ministry of Republic of Tajikistan adapted: • The Statement “On the Committee on Medical Ethics” (Health Ministry RT Order of No 11 8, 10 of March 2005); • “Ethical Aspects of Regulations for Clinical Practice in Republic of Tajikistan” (Supplement to the HM RT Order No 11 8, 10 of March 2005) • “Guidelines for Laboratory Practice in Republic Tajikistan”(Supplement to the HM RT Order No 11 8, 10 of March 2005).
Legal documents • Constitution of RT • Tajikistan Laws • ” on the Protection of the Population Health” • “On pharmaceutical Products and Pharmaceutical Practice” • “On Narcotic Drugs, Psychoactive Drugs and Precursors” • “ The Concept of Health Care reformation in Republic of Tajikistan”(2002). • The CME also forms a part of the Forum for Ethics Committee in the Commonwealth of Independence States (CIS).
Legal Documents Tajikistan currently is considering the law: • “on the Protection of Human Rights and Dignity in Biomedical Research” based on the CIS model law” On Protection of Human Rights and Dignity in Biomedical Research in CIS”.
Objectives of CME • To review and monitor the research protocols • Obtaining of informed consent • Ensuring that no potential risk is applied
Supplement to the HM RT Order No 11 8, 10 of March 2005). What are the limitation in CME activities? • No system of organizational and legal support or objective conditions for a proper development of bioethics • The members are not enough knowledgeable about Bioethics
Recommendation for CME • To built an international collaboration with other ethical institutions of the world • To train the members of the board • To raise the awareness of the population about bioethics/ medical ethics • To collaborate with the Bioethics fellows(CWRU –fellows from RT)
