Improve Public Safety, Reduce Inappropriate Contact With and Minimize Penetration Into The Criminal Justice System For Persons with Mental Illness Develop and support improved systems interoperability Replicate and support effective programs and practices Enhance workforce awareness and training Improve access to services Mental Health and Criminal Justice Transformation Goals

National Perspective:Scope of the Problem Over 14 million arrests annually, involving more than 9 million adults Over 1 million arrestees have serious mental illnesses 75% of those with serious mental illnesses have co-occurring substance use disorders The vast majority will be released to the community 3

DBHDS Jail Diversion Initiatives:Increasing Capacity and Access Original FY09/10 Budget Allocation: $3M FY09 -Allocation after Sept. 2009 reductions (-$300K) • $2.7M Jail Diversion/Reentry funding • $270K Crisis Intervention Team statewide expansion FY10 - Allocation after Sept. 2010 reductions (-$300K) • $2.4M Jail Diversion/Reentry funding • $270K Crisis Intervention Team statewide expansion FY11/12 - Maintains funding at Sept. 2010 levels

Cross Systems Mapping:Lessons Learned/Future Plans Most commonly identified priority areas See handout BJA grant will supplement XSM activities 200K Justice and Mental Health Collaboration Programs 2 year expansion grant (50K DCJS/DBHDS in kind match) 1 mapping per month to complete mapping of entire state Full time program coordinator to be hired Expanded focus on women, veteran and homeless populations

An Update on CIT Development, Implementation and Outcomes CIT Programs are community based and supported programs providing law enforcement training and enhancing access to services VACIT is a collaborative of communities, state agencies and individuals involved in their local CIT initiatives 23 CIT programs covering 92 jurisdictions 88 40-hour CIT classes have trained 1,628 LEO Initial Data from 3 programs - (n=390): 41% resolved in <2 hours; 63% resolved in <4 hours 42% resolved in field; only 1% result in arrests
