  10. Research identifies that matching levels of supervision and treatment with risk and need levels of an offender results in significantly better outcomes. Risk and Need

  13. Treatment providers conduct a risk, mental health, and substance abuse screen to identify what quadrant describes the most accurate current picture of offender attributes. Make referrals for prison diversion programs with this information. Risk and Need

  15. Target Populations: High Risk/High Need Offenders Accept DUI and DWI Offenders Non-violent Prison Bound Specialty Courts
  16. Specialty Court Teams: Made up of judges, district attorneys, defense attorneys, treatment providers, law enforcement, and coordinators. Oversee court and treatment compliance through a structured process. Hold the participants accountable for successes and violations. Specialty Courts
  17. Typically an 18-24 month program More intensive and restrictive at the beginning and gradually becoming less so as participants are compliant and successful in treatment services. Specialty Courts

  28. In conclusion, we have very successful criminal/justice jail diversion programs for DUI Offenders. There are some gaps in resources to best target assessment-identified risk and needs. Specialty Courts

  30. DATA SHARING
  31. The Oklahoma Department of Mental Health and Substance Abuse Services and the Oklahoma Department of Public Safety have been working together to create an electronic data sharing plan DATA SHARING
  32. This is a multi-phased project intended to enhance the efficiency of the process DATA SHARING
  33. DPS will send electronic records of all license revocation related to DUI, DWI, APC certain drug convictions, etc. to ODMHSAS STATUS ~ Nearing completion PHASE ONE
  34. ODMHSAS will send electronic record of all offenders completing all license reinstatement requirements to DPS STATUS ~ Some initial work completed PHASE TWO
  35. DPS will inform of license reinstatements to ODMHSAS STATUS ~ Proposed PHASE THREE
  36. BENEFITS Assessment quality will greatly increase Fraud and abuse will be greatly reduced or eliminated The system will become more responsive in “real time” Both Agencies will be able to better identify future trends and problems DATA SHARING
