Area of responsibility Approx. 23 Miles of roadway Approx. 60,000 vehicles daily
SOCCIT was assembled in October 2010. It is presently comprised of 19 officers who have had specialized training in crash investigations, including traffic crash reconstruction. The purpose of the SOCCIT is to thoroughly conduct investigations of motor vehicle injuries in which there is a fatality, serious injuries, a large amount of property damage, or crashes of a complex nature that their expertise is needed.
Challenges • Incompatible equipment/software • Different policies, forms and division of labor MOA established after about 12 months First callout November 21, 2010
November 21, 2010 South Blvd./Sheffield Rd. Two vehicle crash with four injured (three critical)
SOCCIT = “Coordinated, Efficient Clearance” • Unified Incident Command • Standardized operations, response, and scene safety practices • More timely and coordinated use of technology • 24/7 availability of member responders • Joint, accredited incident management training and clearance performance goals (Open roadway within 2 hours)
Use of Technology Total Station or LTI Laser Unit Also looking at the photogrammetry
Photography • Technical Crash Scene Investigation • Drowsy-Driver Investigations/Sleep Audits • Proper Lane Closures • Acceleration/Brake Testing • Total Station Mapping • Investigation protocols regarding child restraints • A.R.I.D.E.(Advanced Roadside Impaired Driving Enforcement) • Vehicle Post Crash Inspections • Incident Command
How do agencies benefit from using S.O.C.C.I.T.? • Crash scenes are cleared more quickly, investigations are performed more efficiently • Investigators gain experience than would be expected for their own agency • The team concept builds on strengths of its members, resulting in the “whole being greater than the sum of its parts” • Crash investigations are more standardized and the overall credibility of investigations is enhanced
Newly trained crash investigators participate in a mentoring program, allowing them to observe and assist in serious crashes before taking actual responsibilities as crash investigators • Member agencies have the benefit of specialized equipment and training provided by SOCCIT • The team provides for an independent investigation of serious crashes involving emergency vehicles, positively affecting credibility • Currently in a trend of saving costs through reduced overtime
