Overview of Sandia’s Environmental Restoration Project • Mission – Identify, Characterize & Remediate sites where hazardous &/or radioactive materials have been released • Scope: 314 Environmental Restoration (ER) sites • All activities regulated by New Mexico Environment Department (NMED) under the 2004 Compliance Order on Consent (COoC) • Very successful, completely closed 275 of 314 ER sites through the NMED regulatory process • 39 sites in corrective action process 2

  9. 26 ER Sites in Corrective Action Complete Process • NMED solicited public comments on these sites on December 10, 2007 • NMED guidance letter July 27, 2012 • 3 sites granted CAC status • 23 sites continue in CAC process • NMED Public Notice of September 17, 2012 • Requesting comments on granting of CAC Status for most, but not all, of the sites addressed by the December 10, 2007 public notice • Comments due November 16, 2012 • Same notice requesting comment on Hazardous Waste Permit 9

  11. 5 Sites Requiring Groundwater Investigations • Background: NMED April 8, 2010 guidance letter: • Sites 149 & 154 – use existing wells to characterize GW • Sites 8/58 – install 2 GW characterization wells • Sites 68 – install 3 GW characterization wells • Wells installed late summer 2011 • Conducting 8 quarters of characterization 11

Mixed Waste Landfill - Background • 2.6 acre landfill • Operational 1959 to 1988 • GW monitoring & other field investigations began 1990 • Public Hearing on remedy in 2004 • NMED issued Final Order in 2005: Selecting evapotranspirative cover w/ bio-intrusion barrier as remedy • Evapotranspirative cover built in 2009 14

Mixed Waste Landfill • Submitted revised Long-Term Monitoring and Maintenance Plan (LTMMP) for the cover to NMED (March 2012) • Plan describes required long-term monitoring of air, soil, biota (animal burrows/soil and vegetation), groundwater and cover maintenance • NMED Public Notice of September 14, 2012 • Requesting public comments on LTMMP by November 13, 2012 • Announcing information meeting LTMMP October 16th 16

Burn Site GW AOC • Contaminated with nitrate (most wells) and perchlorate (1 well) • Nitrate: 0 to 37 parts per million (ppm) (regulatory standard is 10 ppm) • Perchlorate: 0 to 9 parts per billion (ppb) (no drinking water standard established) • Submitted Report to NMED: Results of characterization 10 soil borings and 4 new GW monitoring wells (January 2012) • Ongoing quarterly monitoring of GW • Corrective Measures Evaluation (CME) Report due September 9, 2013 20
