THE LAPD • The Los Angeles Police Department (LAPD) is the law enforcement department of the city of Los Angeles, California • It is one of the largest police forces in the entire world • The LAPD is amongst those institutions which have been heavily fictionalized in numerous movies and television shows since many years • The performance of the bureau has been rising ever since its creation
ORGANIZATIONAL STRUCTURE • LAPD is headquartered at the Parker Center, named after former chief William H. Parker • A body comprising of five members (Los Angeles Board of Police Commissioners) looks after the affairs of the LAPD • The Chief of Police has to report to the board, but the others officials report to the chief • The present Chief of LAPD is Mr. William Bratton
GOALS AND OBJECTIVES • The basic goal of the LAPD is the provision of a safe and secure environment to the citizens of Los Angeles • Safeguarding the public and private property • The primary objective of the LAPD currently is to plan counterterrorism moves and strategies • Stopping drugs and arms trafficking across the city is another basic objective of this law enforcement agency
LAW AND LAPD • Usage of sirens and lights by the LAPD vehicles is regulated under the Code 3 (Rubin,2009) • This allows the cop to rush through the traffic in an emergency with his car's lights flashing and sirens blaring, for the safety of other people around him • State law provides amnesty to the officers travelling Code 3 to violate traffic laws like speed limits and crossing the red light
Under this law all the officers are to abide by the rules of traffic unless they have not announced their intention to do so over the radio • The cops are also liable to provide dispatchers the route they will take to reach to the incident • The above mentioned conditions are necessary to be fulfilled before any officer can use sirens and flashing lights
ETHICS AND LAPD • The article “L.A.P.D Blues” about the corruption in the ranks of the LAPD • Three of Rampart Division’s officers were found guilty of planting evidence and framing gang members (McCarthy, 2000) • Girlfriend of one of the cops accused him to have murdered three people • All this got bad name to the LAPD and its image got deteriorated
WHAT SHOULD BE DONE? • The powers given to the officers are needed to be exercised in an apt and legal manner, and for this supervision has to be increased • A strong internal system of check and balance has to be established • The officers found guilty must have to be taken to the task, as this would gain the confidence of the public
APPROACH TO POLICING • LAPD is renowned for the novel ideas and ways which it has been introducing in policing since the first day of its establishment • LAPD has the third largest civilian air force in the United States of America • Air Support Division has 17 helicopters, 1 Beechcraft Kingair A200 and 1 drone • SWAT team was first formed by the LAPD under Parker • In my opinion the approach adapted by the agency is quite modern
The officers at LAPD can opt for either carrying the Glock 17 9mm, the Glock 22, or the Glock 21 in .45 ACP • The SWAT team carries M4A1s and converted M16A2s, which are amongst the most sophisticated weapons for one to one combats • The LAPD SWAT uses two shotguns Remington 870 and Benelli M1 Super 90 Entry, the former one is used for the non-combat purposes
LAPD AND THE CITIZENS • The relationship between the LAPD and the residents of LA is generally quite cooperative in nature • The programs of Police-Public partnership have been started since past many years; this has raised the cooperation level between LAPD and the citizens • These programs have proved to be very effective for the peace of the city; even community programs are arranged by LAPD
