  14. Language Training of Deployable Forces • FG E 0356 Language proficiency for Deployable Forces • Statistics – how do we meet the language proficiency level requirements of the Czech Armed Designated Forces

  15. 0356 LANGUAGE PROFICIENCY FOR DEPLOYABLE FORCES 1.Improve the English language skills of all personnel planned for employment within Alliance staffs or on operations. In addition to special measures to increase the language proficiency of current officers and NCOs, integrate adequate language training into the curricula of officer and NCO education establishments and in career development programmes. 2. Ensure that all personnel planned for assignment to a multinationally manned headquarters have, as a minimum, English language skills as follows (listening, speaking, reading, writing in accordance with STANAG 6001, Edition 2 - Language Proficiency Levels): a. Officers: SLP 3-3-3-3. b. NCOs: SLP 3-2-3-2. 3. By the beginning of 2012, ensure that all personnel in deployable units, including contributions to the NATO Response Force (NRF), have, as a minimum, English language skills as follows: a. Officers in command positions and a/l principal staft officers: SLP 3-2-3-2. b. AII other officers: SLP 2-2-2-2. c. NCOs (OR-5 and above) likely to have frequent contacts with personnel from other nations: SLP 2-2-2-2. d. AII other personnel planned to operate tactical communication or who are members of tactical air control parties: SLP 2-2-1-1. 4. Notwithstanding the above requirements, nations are encouraged to provide basic English language training to all NCOs liable to participate in NATO operations and exercises. 5. It should be noted that, for some categories of personnel, changes have been made to SLP requirements, in comparison to previous force goals, to reflect the provisions of Edition 2 of STANAG 6001. The requirements for language proficiency of personnel in deployable units have been amended in light of further analysis and lessons learned from operations. Response CZE will implement measures specified in article 1., 2. and 4. as required. Due to the ongoing CZE Armed Forces transformation process as well as resource restrictions, all language proficiency level requirements specified in article 3. will be met by the beginning of 2018.

  16. Graph: Language Procifiency for Deployable Forces (FG E 0356) The Czech Armed Forces – designated for NATO Main Focus for 2012-2014 Appr. 3000 designated positions (manning rate 98%)

  17. Overall costs FG E 0356 – to meet the goal Prerequisite: - 50% successful rate of the STANAG 6001 exams - minimal rotation of personnel • Note: • Average annual costs - 308 000 EUR (600 training seats, 54 English language courses) • SLP-3333 – only internal training • Maximal internal SLP-3333 capacity of DLI Vyškov and Educational and Training Centre of MOD Chocerady is 150 study seats • Conclusion: we would need 12-15 years to complete the FG E 0356
