NAIS Final Report • Published in August, 2001 • Recommends: • Public Voice is critical to ICANN • Make AL Structure to allow full participation • Keep balanced Board Structure (9-9) • Postal & E-Mail Address for authentication • Funded as ICANN operational expense • Set “fence” on ICANN missions • Staff Accountability also important

  5. ALSC Report: • Domain Name Holder is problematic: • Confusing and narrow in concept • Not fool-proof at all (IETF, ETSI pointed out) • Fee will create equity problem • Developer, Provider, User Boxesdo not work • Vague and confusing definition • No place for ISP, Biz, Non Commercial…

  6. NAIS:Open, Inclusive Membershipfor Legitimacy of ICANN • Be open to Internet public: need for individual users as public voice • Be Inclusive: • Online registration and Postal verification • No membership fee • Fee will create equity problem • Should be part of ICANN operational expense

  7. NAIS:Create Participatory Structure • Membership Council, elected by members • Facilitate participation, information flow • Working Committee to develop policy positions • Local, regional and national association for global participation

  8. NAISRepresentation on the Board • Direct elections for half of Board • Balance of interests, users and SO s • Regional and Global election • Minimize fraud and capture • Restrict nationalistic and organizational campaign

AL Funding • ALSC: through membership fees with Domain Name registration • NAIS: by ICANN as an operational expense • Other options: • Cap the number of free membership • Voluntary contributions by members • Combination of membership fees plus some ICANN support • Contributions by domain name registrants • Combination of voluntary contributions by members and some ICANN support • Contributions by ICANN supporters & Internet users

  10. Capping the Free Membership • Put certain cap to free membership • Eg. 50,000 per each region • 5,000 per each country • After which Membership Fee be charged • Merit: • More inclusive approach • Pragmatic to implement

  11. Authentication • NAIS: E-mail/Postal mail + PIN return • ALSC: Domain Name registration • Other options: • Phone + PIN return • Credit Card
