Aim • The aim of the presentation is develop the main aspects of process to formulate a smart cities public policy for Colombia. This process is led by the ICT Ministry with the technical support of the Externado University of Colombia.

The concept of smart city • The smart cities are territories that promote the innovation, integration of critical subsystems and sustainable development,, from the interaction between people, ICTs and their environment.
Aim of public policy +ICT
Preliminary findings • The outcomes of the working groups. • Colloquium with national experts and two international experts: Boyd Cohen (Territory University of Chile) and Aaron Kelley (Metropoli Foundation).
Conclusions and Recommendations • The policy must be articulated with policies on sustainable development. • To be smart is a condition for sustainability but is not sufficient.
Conclusions and Recommendations • There is not a consensus on the contribution of ICT to the development of smart cities. • The policy must promote innovation as a condition of intelligence and sustainability.
Conclusions and Recommendations • The policy must cover all critical subsystems of the city and promote their progressive articulation.
