Objective : IGNOAPS : To provide monthly financial assistance @ Rs. 400/- to the identified Old Age beneficiaries in the age group of 60-79 years (excluding BPL widows and BPL disabled persons) To provide monthly financial assistance @ Rs. 1000/- to the identified beneficiaries of age 80 years and above IGNWPS : To provide monthly financial assistance @ Rs. 600/- to the identified Widow beneficiaries in the age group of 40-79 years IGNDPS : To provide monthly financial assistance @ Rs. 600/- to the identified Disabled beneficiaries in the age group of 18-79 years NFBS : The death of Primary After Modification of eligibility Criteria under NSAP
After Modification of eligibility Criteria under NSAP • Eligibility Criteria : • Must belong to identified BPL families • IGNOAPS : Age 60 years and above • IGNWPS : Within the Age Group 40-79 Years • IGNDPS : Within the Age Group 18-79 Years shall be with severe disability (more than 80%) or multiple disabilities (atleast 40% incapacitation in each type of disability, total disability more than 80%) • Universal Coverage : There is no quota system Funding Pattern : Centre-State cost sharing at 50:50
ULB to prepare list of beneficiaries based on Urban Household Survey 2006. Municipality will convert the final sanctioned list of beneficiaries in legacy data and send the same to SUDA. The Chairman shall have to submit a certificate on universal coverage in prescribed format to SUDA Submit list to SUDA both Hard and Soft Copy SUDA shall send the legacy data to P & RD Department for allocation of fund P&RD Deptt to place fund through SUDA Fund release through Bank / Post Office Account of beneficiary PROCESS

Disbursement of Pension : Pension can only be disbursed through bank/post office account of the beneficiary concerned. Bank Account may be opened at Nationalised / Cooperative /Private/Gramin Bank Joint Account be opened, in case of necessity, with the person looking after the beneficiary (blood relationship with the beneficiary is preferably)
Points of Importance • Fund has been released to all Urban Local Bodies for disbursement of Monthly Pension upto September,2014 with respect to IGNOAPS, IGNWPS & IGNDPS beneficiaries on the basis of existing eligibility criteria under NSAP. • Monthly pensions to be disbursed to the beneficiaries through bank/ post office account only. • In pursuance of the Order of P&RD Department,“Annual Verification of Existing Beneficiaries” a comprehensive guidelines on verification of all NSAP beneficiaries has already been issued from SUDA
In terms of Memo. No. 3583/PN/P/II/3F-9/2006 dated 20.08.2014 of Joint Secretary, P&RD Department, the total projected figure of beneficiaries under IGNOAPS, IGNWPS & IGNDPS in Urban West Bengal has been assessed at 5.60 lakh under revised eligibility criteria of National Social Assistance Programme (NSAP). At present, total number of beneficiaries under these three components as on 1.1.2013 is 4.85 Lakh • In the meantime, complaints are being received from different corners that in certain cases the BPL ID of an identified BPL household is being used by a non- BPL person for getting him/her enrolled as a NSAP beneficiary. Application on age tampering in the Urban Legacy Database has also been received, where an under-aged person is being shown to be a beneficiary. Names of dead beneficiaries, migrated beneficiaries and those getting pension from other schemes, still exist in the database despite all out effort to weed out the ineligible beneficiaries.
In order to prepare an error free comprehensive beneficiary list of NSAP Scheme Urban Legacy Data of all the eligible beneficiaries as per revised eligibility criteria with respect to 1.1.2014 , the following steps are required to be taken by the ULB :- Commissioner/ Joint Municipal Commissioner/Secretary in case of Corporation and Executive Officer / Finance Officer (in absence of Executive Officer) and Office Superintendent/ Head Clerk (in absence of Executive officer & Finance Officer) in case of Municipality/N.A.A will act as the Nodal Officer for the entire verification process. Officer/(s) to be nominated by the NODAL OFFICER will physically verify all the existing beneficiary of the approved beneficiary list as on 1.1.2013 as well as newly identified beneficiaries. Documents like EPIC Card/Birth Certificate / School Leaving Certificate/Horoscope/ AADHAAR Number/ Ration Card Number should be checked at the time of such verification. The Officer/(s) will identify those beneficiaries who have died / migrated and note the date of death/migration and verify supporting documents, as available. The Officer/(s) will also be required to verify whether any existing beneficiary is receiving pension under any other pension scheme of Govt. of West Bengal.
During field verification, special care to be taken to identify widow/ disability status of IGNOAPS beneficiaries within the age group 60-79 years. Lack of this particular information is likely to deprive a genuine beneficiary of their benefit because the amount of widow and disability pension has been increased. To facilitate the verification process, a standard format has been designed, Information as required in FORMAT-A can also be generated from the Urban Legacy Database for verification. • A list of probable duplicate names, if any, is to be prepared from Urban Legacy Data FORMAT-B. • A reasoned order has to be passed by the concerned Officer before deleting any such name from the list after giving due opportunity of being heard to the concerned person. All such deletions are to be given effect in the Urban Legacy Data.

On the basis of report received in Format A & B , the Commissioner/Executive Officer shall then take all necessary steps for submission of Legacy Database in Soft Copy with a copy of supporting resolution of BOC, Universal Coverage Certificate latest by 27th October,2014 positively to SUDA for onward transmission to P&RD Deptt After field verification, necessary correction and inclusion of newly identified beneficiaries as on 1.1.2014 for all the three Pension Schemes under NSAP needs to incorporated strictly using the Software in MS-EXCEL (Template designed by Govt. of India)

Fund released electronically in favour of Municipalities / N.A.A. / Corporations as contingency towards administrative expenses for implementation of NSAP which may be incurred on the following activities- • Information, Education and Communication – awareness generation activities viz. preparation and dissemination of IEC material, community mobilization, use of media, printing of application forms of schemes under NSAP, Household contact campaigns. • Training of Nodal Officers, Training need assessment, Development of training modules and materials, organization of training programmes, current impact assessment of trainings, exposure visits, use of distance education method. • Quality supervision viz. monitoring, annual verification, conducting evaluation study & impact assessment study, social audit.
Setting up of grievance redressal system viz. helplines at ULB level. • Management Information System viz. collection of data, electronic processing, report generation, transmission. • If necessary, the required services may be outsourced after observing prevalent financial rules, West Bengal • Operation expenses viz. expenses on Bank/Post Office charges, charges relating to business correspondence by Bank, use of common service center. • Stationery related to computational process/MIS. • One time augmentation of computational facilities at the ULB level and one time expenses for almirah for record-keeping and functional furniture.
