Budget total period Total ENPI: 11 bio € 2007-2013, (ca. 30% above TACIS and MEDA average) This translates into 1, 6 bio € per annum, of which in 2008: 400 mio € for East 700 mio € for South 300 mio € for Palestine 100 mio for CBC Programmes In addition: 100 mio € for nuclear safety 100 mio € for Irak, Yemen and Iran (from DCI Instrument) Plus thematic budget lines

CBC (1) overall objectives • Promote economic and social development • Address common challenges • Ensure efficient and secure borders • Foster people to people co-operation
CBC (2) funding and principles • 15 ENPI/CBC Programmes identified • Over € 1.1 billion to finance CBC 2007 to 2013 • Equal participation in programming and decision making structures MS/PC • One set of rules applied on both sides of the borders • Russian co-financing (€ 120 mio)
Neighborhood Investment Facility (NIF) Objectives • Mobilise additional funding. Grant resources of EC and MS to be used to leverage loan financing. • Finance larger operations, and bring greater visibility for the European dimension of external cooperation. • Capitalise on European Public Financial Institutions
NIF: types of operations • Investment co-financing • Loan guarantee cost financing • Interest rate subsidy • Technical assistance • Risk capital operations
NIF: sectors covered • Transport • Energy • Social • Environment with a particular focus on climate change, • Private sector (in particular SMEs).

Twinning and TAIEX • The Twinning instrument builds on the political relations and the level of economical integration (more or less advanced), granted according to the partners’ degree of ambition. • The ENP, though different from the enlargement, does not prejudge the future evolution of their relationship with the EU (accession).
