  1. WMO World Meteorological OrganizationWorking together in weather, climate and water Marine Meteorology and Oceanography Programme (Cg-XVI/Doc. 4.4) Weather and Disaster Risk Reduction Services Department www.wmo.int

  2. Marine Meteorology and Oceanography Programme OBJECTIVES AND SCOPE • To enhance the provision of marine meteorological and oceanographic services by Members • Making available operational marine/oceanographic products to support forecasting • Providing warning services • To coordinate, develop, and recommend standards and procedures for a fully integrated marine observing, data management and services system, in responding to the evolving needs of all users • Safety at sea and in coastal areaas priority • Meeting emerging requirements for other applications such as sustainable coastal area management, disaster risk reduction, and climate services for ocean-based economic, commercial and industrial activities • support climate research, detection and prediction of climate variability 1

  3. Implementation of the Marine Meteorology and Oceanography Programme • Technical guidance and governance by the WMO UNESCO/IOC Joint Commission for Oceanography and Marine Meteorology (JCOMM) • Cross-Commission / Cross-Programme collaboration (e.g. JCOMM-TCP, JCOMM-CAgM, JCOMM-CHy) • Focus on Regions taking into account the global requirements • Marinemet in West Africa • CIFDP in North Indian Ocean & Caribbean • Time-bound, project based implementation • Collaboration with other UN organizations (e.g. IMO, IHO) 2

  4. Achievements of the Marine Meteorology and Oceanography Programme • Improved Maritime Safety Services • Global Maritime Distress and Safety System (GMDSS) to include five new Arctic Ocean METAREAs (4.4.3): Information session on 25 May (Wed) 17h30 • IMO/WMO Worldwide Met-ocean Information and Warning Service (WWMIWS) • Technical support for Coastal Disaster Management • Updated Guide to Storm Surge Forecasting • Collaboration toward Storm Surge Watch Scheme (SSWS): TCP, JCOMM, CBS, Regional bodies (4.4.5) 3

  5. Achievements of the Marine Meteorology and Oceanography Programme • Regional focus / Capacity Development • JCOMM-CHy Costal InundationForecasting Demonstration Project (CIFDP): North Indian Ocean, Caribbean (4.4.6) Information session on 27 May (Fri) 13h30 • Marinemet: West Africa • Contribution to WIGOS & WIS development • Support for GOOS (4.4.8) • Data Management (real-time & delayed metadata services) (4.4.9) • Contribution to GFCS (4.4.11) • Marine climate information for oceanic fisheries (CAgM-JCOMM workshop: http://www.wmo.int/climfish) 4

  6. MMOP and GFCS:Focus on benefits for Coastal & Marine community Capacity Building Marine observations +data management with WIGOS, WIS… Regional/Global projects&Programmes with WCRP, WWRP… Marine Safety Information (GMDSS, MPERSS, SAR…) Operational Ocean Forecasting System: GDPFS/Ocean Marine Climate Information User Interface (RCOF, questionnaire, data/info service systems, etc.) Users (governments, private sectors, research, industry, environment, disaster managers, etc.) Climate assessment & research Users Storm Surge & coastal disaster warnings to protect Coastal community Climate information/services for sustained Coastal & Marine Ecosystem Maritime Safety information & warning (GMDSS, MPERSS, SAR…) User-tailored Operational ocean Forecasting (transportation, industry, leisure, etc.) Climate information/services for coastal & oceanic fisheries Sea Ice analysis, Warning services

  7. Congress is invited to… • Consider Draft Resolution 4.4/1 (Cg-XVI) • MMOP as an integral part of the WMO Strategic Plan, particularly under the guidance of WMO Strategy for Service Delivery • MMOP to prioritize technical support for Disaster Risk Reduction, Coastal Managementand Climate Services, in addition to Maritime Safety (core service)  implement through JCOMM • MMOP to continue efforts toward Operational Ocean Forecasting • MMOP to enhance support for Capacity Development (LDCs, SIDSs) • Members to support and implement MMOP activities – services delivery, observing & data management systems, and capacity development • Adequate Resources (financial and in-kind) required 6
