  2. 1. Why did Qin Shihuangdi have the Great Wall built? • He wanted to keep out the Xiongnu, a nomadic tribe from the Gobi Desert who were great fighters on horseback and often Attacked the Qin.

  3. 2. What were civil service examinations and why were they created? • Civil service exams were long, difficult tests used to see if people were qualified for government jobs. The hope was to find the most talented and best person for the Job.

  6. 5. Explain – How did Qin Shihuangdi make China’s Central Government Stronger • He appointed censors who made sure the government officials did their jobs. Also he appointed and dismissed aristocrats who ran the provinces rather than allowing their position to be hereditary. Legalism.
