ASHTABULA RIVER: History & Project Description 7 • NORTHEAST OHIO – 50 MILES EAST OF CLEVELAND – FLOWS INTO LAKE ERIE AT ASHTABULA, OHIO • OPERABLE UNIT OF THE FIELDS BROOK SUPERFUND SITE • 1993 - ASHTABULA RIVER PARTNERSHIP FORMED AS AN ALTERNATIVE TO THE SUPERFUND PROCESS • PARTNERSHIP COMPOSED OF USEPA, USFWS, OHIO EPA, USACE, CORPORATIONS, PRIVATE CITIZENS & THE ASHTABULA RIVER COOPERATION GROUP (ARCG) • 2004 - USEPA/GLNPO ACCEPTED APPLICATION FROM THE ASHTABULA PORT AUTHORITY FOR SHARED FUNDING FOR THE CLEANUP OF THE ASHTABULA RIVER • RESOURCES FOR THE ASHTABULA PORT AUTHORITY (THE NON-FEDERAL SPONSOR) WERE PROVIDED BY THE ARCG AND THE STATE OF OHIO

ASHTABULA RIVER:History & Project Description (Continued) 8 • PROJECT DESIGNED FOR THE REMOVAL OF 500,000 CUBIC YARDS OF PCB-CONTAMINATED SEDIMENT • HYDRAULIC DREDGING EMPLOYED WITH THE SPOILS BEING TRANSPORTED VIA PIPLINE TO AN UPLAND DE-WATERING AND DISPOSAL AREA • ADDITIONAL 150,000 CUBIC YARDS OF CONTAMINATED SEDIMENTS REMOVED DOWNSTREAM BY THE USACE UNDER THE WATER RESOURCES DEVELOPMENT ACT (WRDA) • CONTAMINATED SEDIMENTS PLACED INTO A TSCA-PERMITTED LANDFILL OWNED BY DE MAXIMIS • PROJECTCO-MANAGED BY DE MAXIMIS & USEPA/GLNPO

ASHTABULA RIVER – PROJECT HIGHLIGHTS 9 • CONSTUCTED TSCA LANDFILL IN 112 DAYS • 396,000 CUBIC YARDS OF SOIL EXCAVATED & TRANSPORTED OFF-SITE • 25,000 TONS OF CONCRETE BROKEN, EXCAVATED, TRANSPORTED & CRUSHED • 3,275,000 SQUARE FEET OF LINER (75 ACRES) INSTALLED • 5.3 MILES OF PIPELINE PLACED • 3 MILES OF FLOODPLAIN GRADED & MAINTAINED • 630,000 CUBIC YARDS OF SEDIMENT DREDGED, TRANSPORTED & DEWATERED IN 336 OPERATING DAYS (9/9/2006 TO 6/18/2008) • 1,250,000,000 GALLONS OF WATER TRANSPORTED, TREATED & DISCHARGED BACK INTO THE ASHTABULA RIVER (NO EXCURSIONS FROM NPDES PERMIT REQUIREMENTS) • 595 GEO-TEXTILE TUBES UTILIZED

OTTAWA RIVER:History & Project Description 13 • NORTHWEST OHIO – TOLEDO AREA – FLOWS INTO LAKE ERIE AT MAUMEE, OHIO • 2007 - OTTAWA RIVER GROUP (ORG) FORMED TO CLEANUP PCB-CONTAMINATED SEDIMENTS OUTSIDE CERCLA • PROJECT STAKEHOLDERS INCLUDE: USEPA, OHIO EPA, USFWS, USACE & THE ORG • 2008 - USEPA/GLNPO ACCEPTED APPLICATION FROM THE ORG FOR SHARED FUNDING FOR THE CLEANUP OF THE OTTAWA RIVER • 241,671 CUBIC YARDS OF CONTAMINATED SEDIMENTS DREDGED IN 146 OPERATING DAYS (5/3/2010 TO 10/21/2010) • SPOILS TRANSPORTED VIA PIPELINE, DEWATERED IN GEO-TEXTILE TUBES & PERMANENTLY DISPOSED IN A SEPARATORY LINER CELL SYSTEM WITHIN THE CITY OF TOLEDO’S LANDFILL • PROJECTCO-MANAGED BY DE MAXIMIS & USEPA/GLNPO
