What is a salvage vehicle? 321.52 Out-of-state sales - junked, dismantled, wrecked, or salvage vehicles. A "wrecked or salvage vehicle" means a damaged motor vehicle subject to registration and having a gross vehicle weight rating of less than thirty thousand pounds, for which the cost of repair exceeds fifty percent of the fair market value of the vehicle, as determined in accordance with rules adopted by the department, before it became damaged.

321.52 of the Iowa Code states:For purposes of this subsection a "wrecked or salvage vehicle" means a damaged motor vehicle with a GVWR less than thirty thousand pounds, for which the cost of repair exceeds 50% of its fair market value of the vehicle.

761—405.15(321) Salvage theft examination Except for foreign salvage titles assigned to licensed new motor vehicle dealers or authorized vehicle recyclers, a salvage theft examination may only be conducted on a vehicle with an Iowa Salvage Title Salvage Title. Inspection • Unless the vehicle would require an Iowa Assigned VIN, the Bureau typically does not conduct the Salvage Theft Exam. The customer needs to use the link provided on the website to find the agency closest 98 Agencies and Sheriff Departments participate

Dealer licensing and engaging in the business • Problem. A licensed recycler is selling salvage branded vehicles to customers and completing the affidavit of repairs on behalf of the customer. • 2. A person other than a licensed dealer in new motor vehicles shall not engage in this state in the business of selling at retail used motor vehicles or represent or advertise that the person is engaged or intends to engage in such business in this state unless and until the department has licensed the person as a used motor vehicle dealer in the state and has issued to the person a license in writing as provided in this chapter. • A person selling at retail more than six motor vehicles during a twelve-month period may be presumed to be engaged in the business. Dealers should first transfer into their name prior to retail sale to the customer.
