Raks Thai Foundation is PR in round 3 HIV Prevention, Care and Support for Injecting Drug Users(CASIDU)– non-CCMproject Objectives: Reduce new HIV infections among IDU through a peer-based approach. Harm reduction drop in centers. Referral for HIV and health services Educational materials. Advocacy on War on Drugs 1 IDU network, 2 NGOs
Lessons Learned working with CCM • Voice of CS is weakened by government dominance. • CCM is not familiar with NGO projects and program issues e.g. migrant, IDU. • CCM follows government priorities and rather than being “Country Coordinating Mechanism” Becomes “Government Coordinating Mechanism”.
Lessons Learned working with GF • GF has flexibility in program conceptualization. • Voice of CS is weakened due to GF focus government priorities. • GF cannot reduce imbalance of power between government and CS in CCM. GF has rigid process that limits ability of civil society organizations to participate.
Recommendations • Allow more flexibility for non-CCM proposal submission. Separate Government and CS proposals and review process. • Recognize that CS projects are not always large scale up but can contribute significantly to innovation and long term program development. CCM should support program implementation and favorable policy change.
