BACKGROUND INFORMATION • Population : around 50,000. • Governed by Local Government Ministry. • Self financing and service oriented statutory body. • Annual income around FD$3m. • 20 % of annual budget spent on SWM. • Waste characterization study revealed generation rate of 0.94 kg/person per day. • 17,155,000 tons of wastes generated annually.

Lautoka City Council Solid Waste Management Practice • Types of solid wastes generated : all solid material discarded/disposed from homes, offices, commercial enterprises, industries, and other premises and includes garbage, ashes, rubbish (boxes, papers, scraps, plastic, tins, etc), street sweepings, trade wastes, green wastes, dead animals, construction materials and also clinical wastes. • MOST OF THE WORKS CONTRACTED OUT TO PRIVATE CONTRACTORS. • GARBAGE REMOVAL : TARGET 100% COLLECTION. Collection, transportation and disposal : Non segregated household garbage stored in garbage bins/bags and placed alongside road for removable by compactor trucks and finally disposed off at dump sites. No separation of wastes is done from collection to disposal stage. Collection of domestic wastes is twice per week and daily for commercial and industrial except holidays. • STREET SWEEPING, WASHING AND TREE PRUNING WORKS. • CONVENIENCE, MARKET AND OTHER PUBLIC AMENITY CLEANSING A PRIORITY. • Refuse including bulky, green wastes and other wastes that can not be collected by garbage contractor is picked by refuse contractor upon payment of subsidized charge fee of : $15.00 for garden refuse. $18.56 for industrial/commercial $10.00 for each motor vehicle.
WASTE MANAGEMENT ACTIVITIES (LCC) • INSTALLATION OF BE TIDY BINS IN PROBLEM AREAS. • GRASS CUTTING AND DRAIN CLEANING WORKS.(14 CONTRACTORS) – TWICE MONTHLY OR 15 DAY CYCLE. • CLEAN UP CAMPAIGNS (MINI CAMPAIGNS AND YEARLY). • DUMP MANAGEMENT AND OPERATION. • ENFORCEMENT OF LITTER DECREE A PRIORITY.(AVERAGE OF 25 CASES DAILY) • EMPHASIS ON USE OF PROPER GARBAGE PANS.
WASTE MANAGEMENT PROBLEMS • WASTE IS EXPENSIVE TO MANAGE. • GIVEN LOW PRIORITY ESPECIALLY IN TERMS OF FUNDING APPROVALS FOR WASTE MANAGEMENT RELATED PROPOSALS. • LACK OF ACTIVE COOPERATION FROM CITIZENS AND RATEPAYERS. I) IMPROPER USE OF GARBAGE BINS/EXCESSIVE PLASTIC BAGS. II) BACKYARD ACC. OF REFUSE AND BURNING. III) LITTERING (ALL PUBLIC PLACES). IV) STRAY DOG NUISANCE. V) WASTAGE OF RESOURCES – PRACTICE OF 3 R’S MINIMAL. VI) INDISCRIMINATE DUMPING/DISPOSAL. VII) DUMP MANAGEMENT PROBLEMS………………

Dump frequently on fire, smoke, vector breeding, leachate, odor, air & water pollution. • Presence of scavengers (now under control). • Access road very poor condition. • No proper surface water drainage system. • No monitoring of environmental health parameters. • Low priority from management to improve dump. • No segragation of wastes. • Machinery – only one D6 bulldozer. • Most important – site not ideal for dump purpose.
Dump Management • Owned and managed by Lautoka City Council. • Located on a mangrove swamp • Nadi, Ba Towns, Nadi Airport, Hotels and private rubbish collection contractors also use the facility. • Wastes dumped include all sorts of wastes from garbage, greens, appliances, condemned food, hospital wastes, industrial/ commercial, construction, dead animals etc. • Simple open dumping is practiced and occasionally soil cover is used to cover the wastes. • Divided in to 8 different sections each separated by water canals. • 4 staffs present at dump on full time basis guiding rubbish trucks, bulldozing and a revenue collector. • Fees vary for rubbish from within the city boundary and outside areas and range from $4.000 / load for household wastes to $75.00.
