The Need for States • States are in the process of developing or adopting English Language Proficiency Standards • These standards will need to align with the CCSS and the NGSS to ensure all students receive the rigorous and systematic education they need to graduate college and career ready • States must have ELP standards aligned to college and career ready standards to receive an ESEA waiver To find the ELPD framework online: Google ELPD CCSSO

The Framework’s Theory of Action “The theory of action embedded in the Framework does not view the ELP standards as a bridge to first cross before acquiring the CCSS and NGSS, but as partner standards articulating practices, knowledge, and skills students need to have access to the CCSS and NGSS. Section One: Introduction to the Framework • Purpose and vision of the Framework: • Communicate to ELL stakeholders in states the language practices that all ELLs must acquire in order to successfully engage the CCSS and NGSS and for second language acquisition more generally. • Outline the underlying English language practices and uses found in the CCSS and the NGSS. • Sketch out a procedure by which to evaluate the degree of alignment present between the framework (that corresponds to the language demands of the CCSS and NGSS) and the ELP standards under consideration or adopted by states.   11. Sections 2.1 and 2.2:Foundations & Progressions Section 2.1: Foundations: explains why state ELP standards should transparently articulate the theoretical foundations upon which they are based. Section 2.2.: Progressions: explains how the ELP Standards should offer a sequence of language development that is grounded in the theoretical foundations for the standards, responsive to the various backgrounds of students, and attuned to the varying language growth trajectories of different ELLs. Section 2.3: Standards Match To demonstrate the relationship between ELP standards, the CCSS, and the NGSS, the Framework includes two sets of tables for each discipline (ELA, Math, and Science) that offer conceptualizations of the language practices embedded in the three disciplines: • The first table notes the key practices in each discipline. • The second table unpacks how ELLs engage in the key practices by performing certain analytical tasks through engaging in both receptive and productive language functions. Section 2.4: Classroom Match The Classroom Match tables offer conceptualizations of the multiple features of students’ and teachers’ language use in the disciplines while engaged in the learning of the key practices in the CCSS and NGSS.   16. Section Three: Alignment Protocol The Alignment Protocol is offered as a guide to support states in examining the relationship between their ELP standards and the Framework. Section Four: Applying the Framework – Two Sample Models Using the Framework and the Alignment Protocol, this publications presents two sample models of selective ELP standards aligned to the Framework (starting on page 42). The first model balances the roles of both language functions and forms with the emphasis being given to those aspects of language that support the language necessary to meet the CCSS and the NGSS. The second model conceives language proficiency expectations as a synthesis between two language development theories: functional linguistics and processability theory.
