Our Mission To promote the quality of care, safety and security of people living in long-term care settings; To ensure facilities' compliance with state and federal laws and regulations; and To advocate on behalf of residents
Who do we Protect? Men and Women Boys and Girls from a few weeks of age to over 100 years

And the Delaware population is aging at 1.5 x the national rate.
Where are They? At large residences which house 100 people or more and In small community based residences that house 3 or 4 people.
What’s “Long Term”? Historically: many years or until the end of life. Today : several days….. to end of life. because of the prevalence of rehabilitative services and hospice care
Investigative Section 11 investigators statewide 6,879 incident reports received in CY 2010 down from 13,946 in 2009 2,204 assigned for investigation (32%) up from 1,821 in 2009 (13%)
Incident Reports Initiated project for on-line filing to: • Increase accuracy of reporting • Expedite handling • Eliminate much data entry
Criminal Background Checks 2010 -- 11,191 checks 34 disqualifications 2009 -- 10,029 checks 60 disqualifications
$3 Million Grant To assemble background data from: Dept. of Health and Social Services (DHSS) Dept. of State (State) Dept. Services to Children, Youth and Families (DSCYF) DE Criminal Justice Information System (DELJIS) DE Health Information Network (DHIN) Dept. of Safety and Homeland Security FBI Office of the Inspector General (OIG)
Adult Abuse Registry • The AAR website had more than 5,000 inquiries in 2010 • 28 persons were placed in 2010 • 17of those appealed their placements
Licensing • Nursing Homes - 49 • Assisted Living - 32 • Neighborhood Homes for Persons with Developmental Disabilities - 147 • Group Homes for Persons with Mental Illness - 19 • Group Homes for Persons with AIDS - 1 • Rest Residential Homes - 3 • Rest Family Care Homes - 95 Total - 346
Facility Surveys State Funding 45% Federal Funding 55% 17 surveyors statewide Nation’s highest rate of harm citations
Advocacy New statutes • Delaware Durable Personal Power of Attorney • Vulnerable Adult statute
Certified Nurse Assistants • Approve curriculum and oversight of the testing/certification process • Contracted with a new testing company at a savings of $6,000 per year • Secured legislation requiring continuing education • Will be implementing an educational segment for dementia training
