What is CUTC? • The Council of University Transportation Centers (CUTC) was established in 1979. • CUTC's membership represents over 90 of the nation's leading university-based transportation research and education programs.
CUTC History • The roots of CUTC may be traced to 1971 federal legislation that called for the Secretary of Transportation to establish Centers of Excellence in Transportation Studies. • In 1974, the directors of some of the nation’s leading university-based transportation research centers met in Dallas to discuss common interests, including securing federal funding for university transportation centers.
What is CUTC’s Mission? • Forum for improving and enhancing research and education in transportation and related areas; • Means by which problems common to transportation centers in universities can be discussed and clarified; • Medium through which transportation research and education may be enhanced and where information and opinions on problems emerging in transportation can be expeditiously exchanged; • Forum for better integrating and coordinating research with academic education, training, and technology transfer; and • Point of interface for other groups and organizations having an interest in university transportation education and/or research.

CUTC – UTC REQUIREMENTS • Research - that advances the national strategy to create a safe, efficient, and seamless surface transportation system; • Education- educational and workforce development programs that produce future professionals in the American transportation workforce capable of enhancing America’s economic competitiveness in the 21st century, and improving the livability of our communities, and preserving the sustainability of our environment; • Tech Transfer - efforts that put new scientific and technological discoveries in place, providing innovative solutions to current, emerging , and longer-term national transportation challenges.
CUTC/UTC Strategic Plans All UTC’s must develop a strategic plan The UTC Plan research interests can be defined on the applied research side or basic research side Each State DOT could and should develop a strategic plan to include alignment, leveraging and focus (applied/basic/advanced) would most likely be an element
Other items about CUTC & UTC’s The UTC program has an excellent record of producing tangible results, with a high return on the federal investment: Federal funding for the UTC program totals $76 million. A recent survey of UTC Directors indicates that on average, UTCs over match this funding on a nearly 3:1 basis, suggesting that the federal contribution produces an estimated total research portfolio of $200 million.
Coordination, Collaboration, ValidationUTC’s / DOT’s • UTCs are expanding their efforts to coordinate and validate their research and educational interests in order to maximize their combined resources. UTCs collaborate through a variety of forums to identify shared research interests and partnership opportunities. In addition, RITA is sponsoring the development of electronic tools, such as a searchable database of research laboratory resources, to make it easier for UTCs to find existing facilities for specialized research.
Future Aspects of CUTC / UTC’s • Must be and think multi-modal • Enhance and expand existing partnerships • Develop new strategic partnerships • Embrace Workforce efforts that include all educational providers to enhance all workers skills and development through non-conventional methods and assist in the coordination of these efforts
Future Aspects of CUTC / UTC’s • National Workforce Summit – 2011 • Continuing Education – short courses, conferences, and workshops, etc. • LTAP Program integration with other members institutions • Explore revisions to match requirements that would allow UTCs to partner with each other more easily
