  21. 1.1 Sustainable Construction Promote sustainable construction materials, water - / energy efficiency and all design aspects of new developments. Indicative results: Construction waste reduced Buildings more water- and energy efficiently designed Use of renewable technology increased

  22. 1.2 Brownfield Regeneration Encourage use of previously developed land for commercial, residential, recreational or/and ecological purposes. Indicative results: Re-use of brownfield sites increased Brownfield sites de-contaminated effectively Other barriers for re-development removed

Sustainable Construction: “Building for the future”- Sustainable construction for Professionals • Partnership: UK and Spain Association of South East Colleges (AOSEC), Environment Agency, Learning and Skills council (LSC) and SEEDA, Fundacion Laboral de la Construccion Andalucia • Overall aim and objectives - Develop training and learning on Sustainable Construction - Influence and support activities of construction sectors in the UK and Spain - Incorporate sustainable construction principles into the vocational curriculum

Sustainable Construction: “Building for the future”- Sustainable construction for Professionals • Planned actions and results: - Recruit a project manager as link between construction professionals and Further Education (FE) - Identify opportunities to include social and environmental considerations in vocational curriculum - Develop case studies and examples of good practice promoted to target audience - Design new training programmes in waste management and sustainable building - Develop “how to” guides for Further Education - Share the results and raise awareness (joint events, seminars)

Sustainable Construction:“A blueprint for the Planning and Purchasing Policies for Sustainable Built Development” • Partnership: 3 countries UK, Spain, Poland Environment Centre (tEC), Hampshire County Council, Cracow University of Technology, Instituto Andaluz de Technologica • Planned actions and results : - Develop and promote a ‘blue print’ of sustainable purchasing and planning policies and strategies - Organise workshops and study visits to find and test solutions - Formulate recommendations for policies - upgrade regional and environmental policy in the 3 partner regions - Target group: local authorities, business communities

Sustainable Construction:Pilot programme for sustainable construction • Partnership: UK and Spain South East Centre for the Built Environment (SECBE), Diputacion Provincial de Huelva • Planned actions and results: - Identify existing best practice on sustainable construction (design, planning, construction, disposal) - Establish network of professionals to share best practices - Disseminate best practices (international forums, seminars, interactive web tool, leaflets) - Increased use of renewable energy and recyclable materials in building and design, EMS implementation

Flood risk management: FLORISPRE -Citizen risk prevention • Partnership: UK, Spain, Italy Environment Agency, Empresa de Gestion Medio Ambiental SA, Municipality of Piacenza • Planned actions and results: - Improve management of areas sensitive to flood risk - Develop tools (DVD, toolkit, website, guide and travelling exhibitions) targeted at communities - Outcomes easily transferable to other regions - Promotion of the project at the “Green Week” in Brussels in 2006 and 2007

Priorities for the 2nd call The priorities for the 2nd call of each region are as follows: • Spain will fund exclusively projects under Inclusive Growth (third theme of the programme) • For the UK: priority will be given to the sub-themes of the programme which have not yet been taken up but we will also consider other sub themes if funds are available • For Italy: All themes will be considered

Priorities for the 2nd call The priorities for the 2nd call of each region are as follows: • For the Netherlands: priorities will be given to Green Growth and Inclusive Growth projects but projects in Business Growth may be considered if funds are available • For Poland: priorities will be given to Green Growth and Inclusive Growth themes but projects in Business Growth may be considered if funds are available

  42. Inclusive Growth ‘Explore ways of encouraging growth within an inclusive society, facilitating reductions in intra-regional disparities between communities in terms of the access to employment and working towards work-life balance and quality of life’. PRIORITY FOR THE SECOND CALL

Aim To support projects that: - increase employability and the integration of disadvantaged groups into wider society - reduce gender inequality - reduce intra-regional disparities - encourage the development of local community leadership in urban and rural areas - develop and adopt models of best practice in human resource management

APPROVED PROJECT – FIRST CALL Sub-theme social enterprise: “A model of entrepreneurship for the socially excluded” The term “social enterprise” has many interpretations throughout the EU member states. The partnership is Fundacion red andalucia Emprende, Enham and Form.Art.Soc.Cons.ARL. The project has three main goals: - carry out an analysis of the social, territorial and labour environment, looking at determining the factors leading to social exclusion, encouraging benchmarking and exchange of best practice between partner regions - Development of a training and awareness programme for advisers and key stakeholders working with people at risk of social exclusion encouraging in particular entrepreneurship • Provide recommendations and a good practice manual influencing Public Social Policies The target group of the project is disadvantaged groups in UK, Spain and Italy. Total grant: 212 000 euros

Human Resource Management Project Outline: Develop a new framework and associated pilot project for reconciling the objectives of business growth and improved workforce flexibility with inclusive working practices and employee involvement through innovative forms of human resources management and work organisation.

Methodology • An audit of existing programmes and services • Evaluation of their effectiveness • Development of a new framework which fosters the competitive advantage and productivity of participating firms through inclusive and innovative work practice. • Integration of framework with other business support services • Pilot implementation elements of the framework

Urban Renaissance Project Outline: • the project will seek to build the skills of all those engaged in community development and regeneration process. • Develop a training pathway for all those actively involved in community development in regeneration and growth of new communities. • Promote and nurture local leadership and ownership in areas of disadvantage or rapid growth/change • Create a European bank of trained community development champions • Identify transferable models of neighbourhood management

Methodology • Desk research – review and contrast the range of existing training provision in community development • Identification of employment pathways • Development of at least 6 case studies • Identify opportunities for networking regionally and transnationally to enhance learning. • Identify models of learning • Develop inter-regional dissemination of lessons learnt across states – focusing on skills development and employment opportunities.

  50. Labour Market Functionality Project Outline: • Development of a unified framework to consider the functionality of regional and local labour markets to inform regional social and economic policy Key considerations: -Balance -Internal coherence and harmony -Sustainability
