    3. THE FUNDS TO BE RETAINED ON THE DEPARTMENT’S VOTE OVER THE MTEF AND TO BE MADE AVAILABLE TO THE PROVINCES THROUGH DORA ARE AS FOLLOWS:

    5. COMMENTS FOR DIVISON OF REVENUE BILL 2011/12

    6. RELEVANT SECTION AFFECTING LANDCARE GRANT SECTION 16 OF DORA DAFF propose that withholding of funds for less than 120 days be delegated to national transferring officer / department for final decision so as to expedite the compliance of receiving officer within disbursement schedule. The decision taken after getting representation from provinces will therefore be communicated to national treasury. This will eliminate the long administrative process that prohibit speedy decision making in withholding LandCare grant to provinces. Extension Recovery Plan (ERP) and CASP to be a schedule 5 grant for better control
