4. Clinician/Educator General Criteria The appointment must be appropriate to the programmatic need the individual is expected to fulfill; and
The candidate must demonstrate excellence in the overall mix of clinical care, clinical teaching, and institutional service.
Scholarly activity is not required for appointment or promotion

Completion of clinical training
Demonstration of exceptional qualities
Promise to become outstanding Clinicians and Clinical Teachers
Reappointment as (up to three years)
Evidence of progress in the area of clinical care, clinical teaching
Continuing programmatic need

Three years post-residency
Demonstration of exceptional qualities
Promise to become outstanding Clinicians and Clinical Teachers
Reappointment as (Four years; shorter term needs prior approval by OAA)
Evidence of high level performance in clinical care and clinical teaching
Continuing programmatic need
Promotion to (Three years; shorter term needs prior approval by OAA)
Three years post-residency
Excellence in the overall mix of clinical care, clinical teaching, and institutional service during prior Clinical Instructor appointment

Evidence that the candidate has attained regional recognition as a superior clinician and teacher
Programmatic need

Demonstration of having met the criteria for appointment as Clinical Associate Professor while at the rank of Clinical Assistant Professor

Exceptional performance in clinical care and clinical teaching
Recognition as leaders in their field
Evidence that the candidate has attained national recognition as superior clinician and clinical teacher
National recognition as a leader of the health care system or of organizational change and measurement of health care systems
Demonstration of continuing excellence and progressive maturation as a physician and teacher
Continue to make outstanding contributions to their discipline and to the School
Promotion to (Five years; shorter term needs prior approval by OAA)
Demonstration of having met the criteria for appointment as Clinical Professor while at the rank of Clinical Associate Professor

That means:
Departments were processing a large number of appointments simultaneously, and
OAA was overwhelmed with files to review during those months
2007 C/E file submission deadlines:

August 1, submit to OAA by May 31, 2007
