2. This set was developed to standardize the mechanics of dual officiating in high school soccer.
The presentation of the set should enable each official to:
- Identify the primary responsibilities of an official
- Perform basic mechanics in the prescribed manner
- Describe the general patterns of movement during the game
- Describe the major set positions used on the field

3. First, lets consider the responsibilities of each official as a game assignment is accepted:

4. It is the responsibility of the referee(s) to enforce the rules and decide any disputed point. The officials decision on points of fact connected with the play is final so far as the result of the game is concerned.
Caveat: Protests
review your MSHSAA protest procedures. Judgement calls may NOT be protested, only points affecting proper restart or calling a direct kick an indirect, etc.
- STOP - The referee has discretionary power to stop the game for any infringement of the rules; interference by spectators; reason of outside elements, like lightning, a dog on the field interfering with play, etc.; an injured player.
- Caution
IT IS MANDATORY that the official display a Yellow card when cautioning a player or coach
- Red Card/Soft Red - red card
or a red card when sending off.

It is strongly suggested that you and your partner agree which one of you shall be designated the Head referee to be a lone voice to resolve any questions of rule, not to overrule what the partner saw.
At all costs though, get it right before restarting.
Backing up your partner - You only have 1 friend out there, and thats your partner. Back them up, do not alienate them. Problem?? talk quietly with them at half time or after the game. NEVER embarrass your partner on the field.

7. If there is an unofficial timer running a stadium clock, make sure they understand to stop the clock with 2 minutes left in each period. With our system, all official time is kept on the field by one of officials (pre-designated) and back up time kept by the other official.
At pre-game, discuss a queue to transfer clock control to backup timer in case there is a problem with the official timepiece.

- Legally kicked (starting kick off, after a goal, corner kick, goal kick, free kick)
- Ball leaves the hands
