    4. It is the responsibility of the referee(s) to enforce the rules and decide any disputed point. The official’s decision on points of fact connected with the play is final so far as the result of the game is concerned. Caveat: Protests… review your MSHSAA protest procedures. Judgement calls may NOT be protested, only points affecting proper restart or calling a direct kick an indirect, etc. - STOP - The referee has discretionary power to stop the game for any infringement of the rules; interference by spectators; reason of outside elements, like lightning, a dog on the field interfering with play, etc.; an injured player. - Caution IT IS MANDATORY that the official display a Yellow card when cautioning a player or coach - Red Card/Soft Red - red card or a red card when sending off. When showing cards, it is necessary to inform both coaches why the card was shown, if feasible. It is the responsibility of the referee(s) to enforce the rules and decide any disputed point. 5. BOTH officials shall have equal authority and responsibility - There are no Senior or junior referees - Both call fouls and violations, on ANY part of the field, at ANY TIME. HOWEVER! It is strongly suggested that you and your partner agree which one of you shall be designated the “Head” referee to be a lone voice to resolve any questions of rule, not to overrule what the partner saw. At all costs though, get it right before restarting. Backing up your partner - You only have 1 friend out there, and that’s your partner. Back them up, do not alienate them. Problem?? talk quietly with them at half time or after the game. NEVER embarrass your partner on the field. 7. If there is an unofficial timer running a stadium clock, make sure they understand to stop the clock with 2 minutes left in each period. With our system, all official time is kept on the field by one of officials (pre-designated) and back up time kept by the other official. At pre-game, discuss a queue to transfer clock control to backup timer in case there is a problem with the official timepiece. Clock is started at (start of game, after a goal, restart after an injury or official time out for admin duties) - Legally kicked (starting kick off, after a goal, corner kick, goal kick, free kick) - Ball leaves the hands - Ball touches the ground from a drop ball.If there is an unofficial timer running a stadium clock, make sure they understand to stop the clock with 2 minutes left in each period. 8. In making the call, the referee who SEES the violation blows to stop play. (click) - Exception… a whistle not needed to stop play ever time the ball goes out of touch. Only when needed to stop players if ball has left the field. For ceremonial restarts, kickoffs or after a substitution, play may not restart after a stoppage until a whistle sounds. At all other times, the offended team is permitted to take a quick restart. There are general patterns for each official to follow up and down the field during play as suggested by the dotted lines Ask… Since we have a rather blank field here, can anyone explain quickly where the territorial boundaries are that each official is responsible for and has authority in?
