2019 CDBG and HOME Applications – CDBG Facts Preventing Slums or Blight: The City currently has no designated areas that meet the definition of a slum, blighted, deteriorated, or deteriorating area under State and local law.
2019 CDBG and HOME Applications – CDBG Facts Meeting Urgent Needs: 1. Pose a serious and immediate threat to the health and welfare of the community, 2. Are of recent origin or recently became urgent (within 18 months), 3. The city is unable to finance the activity on its own, and 4. Other resources of funding are not available to carry out the activity.

2019 CDBG and HOME Applications – CDBG Policies/Priorities Eligible non-public service activities include (but not limited to) those concerned with: Acquisition of real property Rehabilitation Construction of Housing Clearance Microenterprise Assistance Disposition Code Enforcement Relocation Interim Assistance CBDO activities Economic Development Homeownership Assistance Loss of rental income Planning/Capacity Building Privately-owned utilitiesAdministration Public Facilities/Improvements
2019 CDBG and HOME Applications – CDBG Policies/Priorities Policies: - Grantees who receive funding in one year are not guaranteed future funding. Future funding is dependent on many factors including performance. - Grantees may not purchase capital equipment with CDBG funds. - The acquisition of land, or the construction or acquisition of a building is not eligible for a public service grant - Specific ineligible activities are identified under § 570.207
2019 CDBG and HOME Applications – CDBG Policies/Priorities Priorities: - Provide services that respond to critical, identifiable, and unmet needs - High benefit to low-income persons - clearly defined scope, location, budget, goals, beneficiaries, and means of evaluation - reasonable, sound budget and clear plan of action - maximize use of non-CDBG or other city funds - Support community collaboration - Provide a housing or neighborhood benefit as outlined in the “Step up to Better Housing” strategy
2019 CDBG and HOME Applications – HOME Facts Grant to the city for the purpose of strengthening public-private partnerships and to expand the supply of decent, safe, sanitary, and affordable housing for very low-income and low-income families. 2018 Estimate: $415,000

2019 CDBG and HOME Applications – HOME Facts - Match is required for HOME activities. - Minimum of 15% must be allocated to Community Housing Development Organizations (CHDO) - Enforcement of affordability periods - Commitment deadlines and expenditure deadlines apply.
2019 CDBG and HOME Applications – HOME Policies/Priorities Policies: - Grantees who receive funding in one year are not guaranteed future funding. Future funding is dependent on many factors including performance. - Throughout the affordability period, the HOME-assisted housing must be occupied by income-eligible households: Rental: when a unit becomes vacant during the affordability period, the subsequent tenant must be income-eligible and must be charged applicable HOME rent. Homebuyer: if a home purchased or built with HOME assistance is sold during the affordability period, resale or recapture provisions apply - Specific ineligible activities are identified under § 92.205 to 92.214

2019 CDBG and HOME Applications - Process • Application Review by staff (after 12/3) • Application Review by the CDAC • CDAC recommended funding (Investment Summary) • City Commission review, approval and adoption • Plan submitted to HUD (June 15)
2019 CDBG and HOME Applications – Contractual • Grantees selected to receive funds are required to sign a grant agreement containing requirements for conforming with City policies and Federal regulations, such as: • Grantees are required to file regular reports on expenditures, progress toward goals, and beneficiaries • Grantees must have a Limited English Proficiency (LEP) plan to comply with Title VI regulations • Grantees will comply with 2 CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards • Grantees are required to affirmatively further fair housing • Grantees are required to have an active listing on SAM.gov
