Project background and Overview of REP M & E System • Immediate objective -to build a competitive rural micro and small enterprise sector in the participating district • PME approach and Results based • Main outcome results captured: No. of new businesses established; No. of rural MSEs reporting sustained profits; No. of jobs created; No. of rural MSEs linked to larger commercial operations & enterprises; No. of clients operating active bank accounts • How results are captured: Client business records, follow up by IUs and agencies using designed formats, Client databases, Monitoring visits by PCMU, Studies by external consultants and supervision missions
INITIATIVE FOR RURAL ENTERPRISE GROWTH AND EMPLOYMENT CREATION (IREGE) • IREGE – provision of an intensive integrated project services by the different components to selected clients • Objective • To accelerate enterprise growth and enhance sustainability of MSEs • Collaborators -REP, IFAD Supervision mission, DAs, Project clients, BACs/RTFs, Service providers
Strategy and Approach • competitive selection of 20 districts • Strengthening the BACs/RTFs • Selection of a maximum of 150 clients from a district • Classifying of clients enterprises ( Start -up , Survival , Normal Growth, Rapid Growth) • Training programmes focused on the specific needs of clients
Monitoring & Evaluation • Data collection - intensive counseling and follow up • Some monitoring tools - IREGE client registration form, database, business counseling and follow up report form • Expected Impact -increased enterprise growth and employment generated; measured through appropriate indicators • Monitoring & Evaluation – Comparison of indicators with baseline situation
Experiences and Challenges • Positive Experiences of IREGE • MSE growth and sustainability • Improved team work among BACs/RTFs • Improved records keeping • Challenges • The potential of the BACs/RTFs to focus more on IREGE clients and neglect other potential clients or start ups
Lessons Learnt and Way Forward • Key lessons learnt • Improved business performance • Specific and focused interventions • The way forward • Upscale the initiative into the programme
