  2. Overview • These training materials are based on the 2012-2013 End-of-Course Assessments Test Administration Manual andare available at www.FLAssessments.com/EOC. • You will receive new manuals for the 2013-2014 Winter/Spring/Summer EOC’s but this will be your only training for all EOC’s this year.

  3. Overview These training materials highlight important information for computer-based test administrations and the use of paper-based accommodations. Not all information from the test administration manual is included in this presentation, so district and school staff must read and familiarize themselves with all information in the manual, in addition to using these training materials.

  4. EOC Test AdministrationSchedule Scheduling • The Fall EOC test administration window is September 16th – 27th. • Subjects must be tested in the following order: • U.S. History Sept. 16-17 • Biology 1 Sept. 18-19 • Algebra 1 Sept. 20, 23-24 • Geometry Sept. 25-26 • All testing for a single subject must be completed for your school before testing for the next subject may begin. You DO NOT have to wait for the entire district to be complete one subject to begin a new EOC. • All Paper Based Tests must be given on Day 1 of each testing window. Pick up will be day 2. • NO transcriptions will be allowed this year.

  5. EOC Test AdministrationSchedule Scheduling • Since the testing window allows for multiple test sessions to be scheduled throughout the week, schools may reassign absent students to an existing session scheduled later in the week rather than creating separate make-up sessions.

  6. EOC Test AdministrationSchedule Testing Duration • Each EOC Assessment will be administered in one 160-minute session with a scheduled 10-minute break after 80 minutes. Students are not allowed to talk during the break. Individual restroom breaks are permitted as needed. • Any student who has not completed the test by the end of the allotted time may continue working; however, testing must be completed within one school day. • New for 2013-2014: Students may be dismissed from the testing room at the END of the first 80 minutes BEFORE the 10-minute break. The script you are using for FALL will need to be modified to give the ‘after testing option’ you have chosen BEFORE the break. However, no special incentives should be given to students to encourage them to finish early.

  7. WhatWAS New for 2012-2013 Testing Rules Acknowledgment • All EOC assessments include a Testing Rules Acknowledgment that reads, “I understand the testing rules that were just read to me. If I do not follow these rules, my test score may be invalidated.” Language about social media is being added and will show on the acknowledgement soon. • Prior to testing, students must acknowledge the testing rules that the test administrator reads to them by checking a box (in TestNav) or clicking a circle (in TestHear) next to the statement. Students taking a paper-based test will sign below the acknowledgment.

  8. WhatWAS New for 2012-2013 Electronic Practice Assessment Tools (ePATs) • The computer-based practice tests, also called Electronic Practice Assessment Tools or ePATs, and scripts for administering ePATs are posted separately at www.FLAssessments.com/ePATsfor school staff, as well as students and their parents/guardians, to access at their convenience. Students should be made aware that they can access ePATs on their own at this location. The ePAT scripts are no longer included in the test administration manual. • Schools must administer the appropriate practice test(s) to all students to be tested using the ePAT scripts; however, if a student has previously participated in an ePAT for the subject test he or she will take, the student is not required to participate in an ePAT session.

  9. What WAS New for 2012-2013 Technology Coordinator Guide • Information and instructions for technology coordinators to follow before, during, and after testing are now provided in a separate online Technology Coordinator Guide posted at www.FLAssessments.com/EOC. • Technology coordinators must familiarize themselves with all information in this guide prior to the beginning of test administration. District assessment coordinators must ensure that technology coordinators are also familiar with all test security policies and procedures described in the 2012-2013 EOC manual.

  10. WhatWAS New for 2012-2013 To Be Scored Materials • Due to the amount of time needed to process TO BE SCORED paper-based test materials, these materials must be returned for scoring on an accelerated schedule that will be announced prior to each administration. • Student results for paper-based tests returned after the established pickup dates will be included in late reporting. • Paper accommodated CBT tests can NO LONGER be transcribed onto the computer. • Paper accommodated tests MUST be given day one of the window and ready for pick up day two.

  11. WhatWAS New for 2012-2013 TestHear Software Update • The TestHear Software that was used last year should still be loaded onto the computers that were chosen to test accommodated tests last year. • If you don’t know which computers have TestHear, contact Santos Alfaro (253-6720) for the information • If you need TestHear loaded on any new machines, contact Santos Alfaro • A new version of TestHear will be installed February of 2014 before any Spring Testing

  12. What NEW for 2012-2013 Reference Sheets and Periodic Tables • The reference sheet for the Algebra 1 and Geometry EOC Assessments and the periodic table for the Biology 1 EOC Assessment are provided in an online format only for computer-based testing. • Schools may provide hardcopy reference sheets or periodic tables to students. Any hardcopy reference sheets or periodic tables must be photocopies of the reference sheet and periodic table in Appendix E of the 2012-2013 EOC Manual (also available at www.FLAssessments.com/EOC). • Check each copy before distributing to students and follow the instructions in the administration scripts. • Reference sheets and periodic tables for students with paper-based accommodations are packaged with test materials, and should be distributed to students as indicated in the administration scripts.

  13. WhatWAS New for 2012-2013 Hand-Held Calculators (Algebra 1 and Biology 1) • The Algebra 1 and Biology 1 EOC Assessments include a four-function calculator tool in TestNav only. • TestHear does not have a calculator tool within the computer-based test (CBT) platform. Students taking an accommodated CBT form of the Algebra 1 or Biology 1 EOC Assessment using TestHear must be provided with a handheld four-function calculator to use during the test, as indicated in the administration script. • Districts should ensure they have enough four-function calculators, including large key/large display and talking calculators, for all students prior to test administration and should place orders for additional calculators as needed.

  14. WhatWAS New for 2012-2013 Hand-Held Calculators (Geometry) • The Geometry EOC Assessment includes a scientific calculator tool in TestNav only. FDOE does not provide handheld scientific calculators for students testing with non-accommodated forms; however, districts may allow students to use handheld scientific calculators, as long as the calculators are included in the approved list of scientific calculators in this manual. Requests for permission to use scientific calculators not included in the approved list must be submitted to the FDOE no later than two weeks prior to the beginning of test administration. • The TestHear Geometry EOC Assessment does not include a scientific calculator tool. Handheld scientific calculators will be provided by FDOE for students taking the Geometry EOC Assessment using TestHear accommodated CBT forms.

  15. What WAS New for 2012-2013 Chain of Custody Form • Schools are required to maintain a Test Materials Chain of Custody Form for PAPER TESTS posted at www.FLAssessments.com/EOCand located in Appendix E. • Schools must record accurate information on the revised form, including the dates activities are completed, the names of the persons performing activities involving the materials, and information about the locked storage room. • Schools must retain electronic or hard copies of completed forms for their files after materials are packaged for pickup and email or return the originals to the district assessment coordinator.

  16. Reminders Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences including test invalidations and/or loss of teaching certification. District assessment coordinators must ensure that all school administrators, school assessment coordinators, technology coordinators, test administrators, and proctors receive adequate training prior to test administration. All personnel involved in test administration must read and sign a FloridaEOC Administration and Security Agreement, provided in Appendix E, and test administrators must sign a Test Administrator Prohibited Activities Agreement, also provided in Appendix E.

  17. Reminders Students may not have any electronic devices except a four-function calculator at their desks, in their pockets, or anywhere they can reach them during testing, even if they are turned off or they do not use them. If a student is found to be in possession of ANY electronic device(s) during testing OR during a break (e.g., restroom breaks, lunch), his or her test must be invalidated in order to successfully enforce this policy. Students and parents/guardians must be made aware of this policy prior to testing.

  18. Reminders • If a student begins a session and leaves campus without finishing (due to an appointment, illness, etc.), he or she will NOT be allowed to complete that session. • No exceptions will be made once the student leaves the school’s campus, so parents/guardians and students must be made aware of this policy. • If you have concerns about a student, you should not allow the student to begin. Instead, arrange to administer the test to that student in a different test session or on a make-up day.

Reminders Seating Charts • Test administrators are required to maintain an accurate seating chart for each group of students in their rooms during testing. • All seating charts must indicate the front and back of the room, as well as the direction students are facing. • If students are moved to a different location or there is a change in the seating configuration during testing, a new seating chart must be created and maintained.

  21. Reminders Test Administrators • ALL test administrators must be certified educators. • Test administrators are required to sign a Test Administrator Prohibited Activities Agreement in addition to a Security Agreement. Test administrators must record their certification numbers on this document. • The Florida EOC Test Administration and Security Agreement and the Test Administrator Prohibited Activities Agreement may be copied together so that double-sided, single-page copies can be distributed to test administrators. • School assessment coordinators must file the signed forms with their signed security agreements.

  22. Reminders Virtual School Students • Districts and schools must make arrangements to test Florida Virtual School (FLVS) Full-Time public school students, as well as other virtual program students, per Section 1002.45(6)b, Florida Statutes (F.S.).

  23. Glossary of Terms PearsonAccess– www.pearsonaccess.com/fl • A website used for almost all test preparation (e.g., PreID), setup, administration, and reporting tasks. • Correct test administration must be selected each time you log in. • Requires a username and password. • Link to support materials: www.FLAssessments.com/EOC • PearsonAccess will timeout after 14 minutes of inactivity.

  24. Glossary of Terms PearsonAccess Training Center • Accessed from the Training Center tab on PearsonAccess home page. • Provides an opportunity to • practice PearsonAccess tasks • manage the Infrastructure Trial in preparation for testing • Requires a username and password.

  25. Glossary of Terms TestNav 6.9 (TestNav) • Platform for Florida’s FCAT/FCAT 2.0/EOC computer-based statewide assessments. • Software application installed either on a file server or on each computer that will be used for testing.

Glossary of Terms TestHear • Platform used to deliver accommodated forms (e.g., large print, zoom, color contrast, screen reader, assistive devices) for Florida’s FCAT/FCAT 2.0/EOC computer-based statewide assessments. • Software application installed on each computer that will be used to test students who require computer-based accommodated forms. • TestHear will operate on Windows PC workstations and on Macintosh workstations that have Mac OS 10.5 or later installed and are running Windows (e.g., via Boot Camp).

Glossary of Terms ePAT • Electronic Practice Assessment Tool • Provides students an opportunity to practice using the computer-based platform prior to testing. • Available for download at www.FLAssessments.com/ePATs. • Download ePAT launcher separately from practice test content. • Accommodated ePATs are also available. Launcher is bundled with the practice test content for accommodated forms. • Scripts and instructions for downloading ePATs are under the Resources tab.

Students to be Tested U.S. History The following students will take the Fall 2013 U.S. History EOC Assessment: • All students who are and completing one of the following courses (virtual students would be the only ones completing a course this early) • United States History – 2100310 • United States History Honors – 2100320 All 2013 9th grade cohorts who completed one of the above courses during the 2012-2013 school year must take the U.S. History EOC Assessment. Most should have taken it Spring of last year, but if they MISSED it, they must take it and have it averaged as 30%

  30. Students to be Tested Algebra 1 The following students will take the Fall 2013 ALG1 EOC Assessment: • All students who are completing one of the following courses: (Virtual Students should be the only ones completing this early in the year) • Algebra 1 – 1200310 • Algebra 1 Honors – 1200320 • Algebra 1-B – 1200380 • Algebra 1 for Credit Recovery – 1200315 • Algebra 1B for Credit Recovery – 1200385 * Any 2012, 2013 or 2014 9th grade cohort that HAS TAKEN and FAILED the ALG 1 EOC needs to retake it for graduation requirement and/or credit requirement.

  31. Students to be Tested Biology 1 The following students will take the Fall 2013 BIO1 EOC Assessment: • All students completing one of the following courses: (Virtual Students would be the only ones completing a course this early in the year) • Biology 1 – 2000310 • Biology 1 Honors – 2000320 • Biology Technology – 2000430 • Biology 1 PreIB – 2000800 • IB Middle Years Program Biology Honors – 2000850 • Integrated Science 3 – 2002440 • Integrated Science 3 Honors – 2002450 • AP Biology – 2000340 (if taken to satisfy the high school Biology 1 graduation requirement) This course was omitted from the list in the manual. • Biology 1 for Credit Recovery – 2000315 • Integrated Science 3 for Credit Recovery – 2002445 * Students that FAILED the EOC prior to the 2013-2014 School Year DO NOT need to retake it for credit

Students to be Tested Geometry The following students will take the Fall 2013 GEO EOC Assessment: • All students completing one of the following courses: (Virtual would be the only ones completing this early in the School Year) • Geometry – 1206310 • Geometry Honors – 1206320 • IB Middle Years Program Geometry Honors – 1206810 • Pre-AICE Mathematics 2 – 1209820 • Geometry for Credit Recovery - 1206315 * Students that FAILED the EOC prior to the 2013-2014 School Year DO NOT need to retake it for credit

  33. CAP • Credit Acceleration Program (CAP) Students may ask to take an EOC without taking the course and IF they pass, receive credit for the course. TO CAP: • Student must NOT have completed the course • Student must NOT be presently enrolled in the course

Test Invalidation • A test MUST be invalidated if either of the following circumstances occurs: • A student has an electronic device during testing • A student is cheating during testing • A student is given an accommodation not allowed on EOC assessments • A student is given an accommodation not indicated on the student’s IEP, Section 504 plan, or ELL plan • An error occurs in test administration or procedures that could compromise the validity of test results • A student is given unauthorized help during testing • A test MAY be invalidated if one of the following circumstances occurs: • A student becomes ill and is unable to finish • A student is not allowed the correct amount of time • A student was not provided an allowable accommodation indicated on the student’s IEP, Section 504 plan, or ELL plan • A disruption occurs during testing (e.g., severe weather) • A student is disruptive during testing

  35. Test Invalidation • District assessment coordinators should advise schools of the appropriate course of action if invalidation is being considered. Remember that the purpose of invalidation is to identify when the validity of test results has been compromised. • More information about test invalidation and instructions for how to invalidate tests may be found on pages 20-21 and 121-122 of the 2012-2013 EOC Manual.

School Coordinator Before TestingChecklist • Read the test administration manual. • Read the Test Administration Policies and Procedures and sign the Florida EOC Test Administration and Security Agreement. • Ensure that test administrators sign the Test Administrator Prohibited Activities Agreement. • Train your test administrators and proctors, including non-school-based instructors (e.g., itinerant teachers). You must train several employees to act as possible alternates. • Receive test materials from your district assessment coordinator.

  38. School Coordinator Before TestingChecklist • Inventory the materials within 24 hours of receipt and report missing materials or request additional materials immediately. • Communicate the process for collecting required administration information to your test administrators. • Distribute test group codes to test administrators. • Assign proctors, as needed. • Arrange practice test sessions. • Ensure that appropriate test settings are available for all test sessions. • Verify student information and create test sessions.

  39. School Coordinator Before TestingChecklist • Distribute Session Rosters and Student Authorization Tickets on the day of test administration. • Make arrangements to test any special program students (district virtual instruction programs, Home Education Program, etc.) who may be testing at your school. • If any students who require accommodations are testing at your school, discuss with test administrators how accommodations will be provided (Appendix A). • Complete Computer-Based Assessments Certification district readiness activities as directed by the FDOE.

School Coordinator Before TestingReceive Test Materials • Your district assessment coordinator will provide you with the following materials, as appropriate for your school: • Computer-Based Testing • Work folders • Other applicable materials, as indicated in the 2012-2013 EOC Manual • Paper-Based Testing • PreID labels and rosters • School Boxes (contents listed on pages 84-85 of the 2012-2013 EOC Manual) • Special Document Boxes, if applicable (braille only) • Calculators • Contact your district assessment coordinator if you do not have an adequate supply of approved handheld calculators.

  41. School Coordinator Before TestingReceive Materials/Maintain Security Keep materials secure at all times. Maintain the Test Materials Chain of Custody form at all times. No more than three individuals may have access to the locked storage area. Do not open shrink-wrapped materials or begin preparing (applying student labels) more than one week prior to testing. Save the original boxes for returning To Be Scored special document materials. If you need additional materials or if you have questions, contact your district assessment coordinator.

  42. School Coordinator Before TestingProctors • When testing a large group of students, proctors MUST be assigned to the room to assist the test administrator. • Refer to the table below for the required number of proctors. * It is strongly encouraged that a proctor be assigned to rooms with 25 or fewer students whenever possible.

School Coordinator Before TestingArrange ePATs • Schedule and arrange ePAT practice sessions, as described in the 2012-2013 EOC Manual. • Before a student can participate in a computer-based administration, the student must complete the appropriate ePAT to learn how to use the computer-based system. However, students who previously participated in an ePAT for the subject test they are scheduled to take are NOT required to participate in an ePAT session for this administration. • To access instructions for downloading and installing the ePAT Launcher, practice test content, and scripts for administering the ePATs, go to www.FLAssessments.com/ePATs. The technology coordinator will need to download and install the software.

  44. School Coordinator Before TestingArrange ePATs • Students who require accommodated CBT forms (e.g., large print, color contrast, zoom, screen reader, assistive devices) must complete a practice test using the TestHearePAT with the specific accommodated form or form combination they will use during testing. • Accommodated practice forms and accommodated ePAT scripts are available at www.FLAssessments.com/ePATs. 44

School Coordinator Before TestingCreate Test Sessions • Detailed instructions on how to create a test session and verify student information are on pages 90-93 of the 2012-2013 EOC manual. • ALL NEW test coordinators will need to Pearson Access attend a training on September 10, 9:00, Testing Office

School Coordinator During TestingChecklist • Ensure that test sessions have been started in PearsonAccess (page 114 of the 2012-2013 EOC Manual). • Provide test administrators with additional materials, as necessary. • Monitor each testing room to ensure that test administration and test security policies and procedures are followed, seating charts and Security Logs are properly completed, and required administration information is collected. • Be available during testing to answer questions from test administrators. • In PearsonAccess, monitor session status and resume students’ tests, if necessary (pages 114-117 of the 2012-2013 EOC Manual). • Arrange for and supervise make-up administrations.

  47. School Coordinator After TestingChecklist • Verify that all distributed secure materials have been returned. Complete the Test Materials Chain of Custody form. Report any missing materials to your district assessment coordinator and conduct the necessary investigation. • Make copies of all collected required administration information, seating charts, and Security Logs and file the copies. • In PearsonAccess, stop test sessions and invalidate student tests, if necessary. • In PearsonAccess, record accommodations actually used by students. • Organize materials and return them to your district assessment coordinator. • Complete the School Assessment Coordinator Comment Form at www.FLAssessments.com/EOC, and encourage test administrators to complete a form.

  48. School Coordinator After Testing Organize and Return Materials • Store any handheld calculators as directed by your district assessment coordinator. • Store for ONE year and then SHRED: • Student Authorization Tickets • Florida EOC Test Administration and Security Agreements and the Test Administrator Prohibited Activities Agreements. • Classroom security log (sign in and out sheet for the room while testing) • Copies of all required administration materials in the security folder (below) • Return in District Test Coordinator Box: DO NOT RETURN MANUALS- RECYLE THEM • Reference Sheets • Periodic Tables • Yellow Work Folders • CBT Work Sheets • In Security Folder Documents to be include on front of folder- Call Jason Moose if you have questions: 483-9206 • Accommodations Offered and Used Form • Seating Charts w/Group Code • Session Rosters for CBT w/attendance • Test Administrator/Proctor Training Sign In Sheet • For paper accommodated tests include: Security checklist (appendix E), Test Materials Chain of Custody Form (appendix E)

  49. Paper-Based Tests (PBT) The following slides relate to the administration of paper-based tests (regular print or braille), which are available for eligible students who have such accommodations identified in their IEPs or Section 504 plans. Each slide contains an icon of a pencil and a test to indicate that the information pertains to paper-based tests only.

  50. PBT Reminders • For paper-based testing only: • You will receive a PreID label for each paper-based test being administered if these students were indicated in your PreID file upload. Affix the label to the correct test for that student. • The following FOUR categories must be correct on a label in order for it to be used: Student Name, Student ID Number, District Number, and School Number. • School assessment coordinators and test administrators must track security numbers of test documents in their required administration information. • Pre-populated Administration Record/Security Checklists are provided in PearsonAccess. • Test administrators must refer to the Braille Test Administrator sections in Appendix A of the manual for braille responsibilities. School assessment coordinators should refer to their respective Responsibilities After Testingsections for instructions.
