  2. Building Integrity: The Aim • Part of NATO’s effort to build capacity of institutions and individuals • Aimed at creating practical tools to strengthen transparency, accountability and integrity and to reduce the risk of corruption in the defence and security sector

BI Overview • BI Programme open to Allies and partners • BI Self Assessment Survey and Peer Review • Provides a snap shot of performance • Text available from the NATO web site – Arabic, Dari, English, French and Russian languages • Nations taking part: Afghanistan, Armenia, Bosnia and Herzegovina, Bulgaria, Colombia, Croatia, Georgia, Hungary, Latvia, Moldova, Montenegro, Norway, Poland, Serbia and Ukraine

BI Tailored Programmes • South Eastern Europe • Developed in cooperation with SEE Defence Ministers • Prepared in close cooperation with Bulgaria and Norway • Formal launch at NATO HQ 13-14 Dec. 2012, status report agreed 3 October 2013. • Afghanistan • Programme aimed at supporting the development of the ANSF • Prepared in close cooperation with US and other stakeholders • BI contribution to the NATO-Afghan Enduring partnership • Reflects commitments made by GIRoA at the Chicago Summit and Tokyo Conferences • Reflected in Resolute Support

BI Priorities 2012-2014: Mainstreaming • Embed BI into NATO and national procedures and mechanisms • Contribute to understanding the impact of corruption on security and the importance of good governance in the defence and security sector: • BI Task Force at NATO HQ – (VTC brief by SIGAR 25 Oct) • JALLC Report on Corruption to COMISAF (June 2012) • NAC agreed BI Education and Training Plan (Aug. 2012) • Requirements and priorities – 4-6 March 2013 in Oslo • Political Guidance – under development • Education and training under development with implementing partners • Self Assessment and Peer Review link to IPCP and PARP- ongoing • Link with professional development – Georgia and Ukraine • Support UNSCR 1325

How Can NATO HQ Support JFC Naples • Exchange of information – BI web site launch Mar. 2014 • Participation in NATO HQ Task Force – VTC on monthly basis • BI education and training for BI Task Force members – pilot proposed for spring 2014 • Development of NATO Political Guidance for BI (to support military doctrine) • Establish annual cycle to review/validate requirements for education and training and agree priorities • Develop good practice on contracting and asset disposal in context of operations

  10. How can JFC Naples Support BI ? • Develop expertise to assess impact of corruption in your AOR and contribute to BI efforts in SEE – SEEBRIG, PSOTC • Establish BI cross cutting team • Collect and apply lessons learned – to improve planning and conduct of operations
