Clear Objectives 1. Reduce Crime 2. Reduce Anti Social Behaviour 3. Promote Community Safety 4. Develop a Vibrant Night Time Economy
Structured Approach • Leadership • Partnership • Commitment • Resources
3 Phase Initiative Delivery Phase 1 : existing projects Phase 2 : pilot projects and enhancements Phase 3 : aspirational long term projects
“to evaluate the impacts of these initiatives in terms of the partnership approach to delivery”
Methodology 1 To explore and evaluate the partnership approach of delivering the initiatives. • what was trying to be achieved by each partner in the partnership • was the partnership effective overall / for each partner organisation • how did the partnership approach help deliver the objectives • what lessons can be learnt from working as a partnership for these initiatives
Methodology 2 23 interviews were undertaken with representatives of the following organisations / positions : • City Centre Initiative Manager • Stirling Community Planning Partnership • Safer Cities Co-ordinator • Signpost Forth Valley • Central Scotland Police • Stirling Family Support • The Rock Community Project • Central Scotland Rape Crisis • Stirling Council (Youth Services Streetworx) • Safe Base Linked Pubs / Venues • ASB Resolution • G4S Security (at Safe Base and Taxis) • Community Warden Co-ordinator • First Bus • Stirling Council Transport Planning Manager • Taxi Licensing Manager • Forth Valley CCTV Partnership • Central Scotland Police • Stirling Brand and Marketing Team • 1 Focus Group with operational staff
Partnership Approach - Findings 1 (Strategic ) • specific expertise • good communication • 3 specific roles • project management • practical advice and direction • strategic advice and direction • clear leadership • skills and knowledge of the delivery environment
Partnership Approach -Findings 2 (Individual Initiatives) • members could see how they could contribute • members could see clear targets • members could influence and redirect the plan • plan had diverse sources of evidence and research • incorporated trusted existing activities, creating a solid foundation to build trust between partners • responsibilities were defined “the meetings were “doing” meetings - everybody was asked to do something”
Partnership Working - Improvements • 2 key agencies did not contribute to the Action Plan. Need to get over the hurdles in the way. • Increased lead time for planning and implementation is key to: • securing financial support and commitment • marketing and promoting the initiatives
Conclusion “what was the key to success? - the leadership of the projects” “we were able to get the group to unravel problems …. to challenge …. and to drill down, identify problems and solutions”
