  1. Workshop on the INSPIRE registry and registers Martin Tuchyňa, Tomáš Kliment Slovak EnvironmentalAgency, National Research Council of Italy

  2. Registry developments and plans • Involved organisations / governance • National level: • Ministry of Environment of the Slovak Republic Spatial information register • Domain specific level • Geodesy, Cartography and Cadastre Authority of Slovak Republic • Ministry of Environment of the Slovak Republic • Slovak Enviromental Agency • Water Research Institute • Other organisations under the auspices of Ministry of Environment of the Slovak Republic • Scope • eGov • Domain specific (Mainly environmental domain) • Partially Cross Sector (references to ZB GIS feature catalogue (reference national data set series) from Geodesy, Cartography and Cadastre Authority of Slovak Republic) • Content • Included: • Feature Catalogue of Integrated Landscape Management • Planned: • Domain specific UML model, (inc. Extentions), External Object Identifier Namespace Register (provissionaly), Licence register

  3. Technical overview

  4. Connecting registries • Existing connections to other registries • which ones? • ZB GIS feature catalogue • how is the connection implemented? • Textual static referencing to items of above register • Requirements for connections to the INSPIRE registry? • exchange formats: RDF (SKOS), Rest API • architecture: Based on existing available sw solutions • governance: Guidlines for the potential extensions • how should extensions be represented?: • On level of additions to existing UML model element/s • On level of new application schemas within the theme/s • …

  5. Future development of INSPIRE registry • How are you using / planning to use the INSPIRE registry (software or service)? • Deploy to run domain specific registry • Investigate the possibilty to extend the registry with Feature cataloge register • Study the possibilities to define and represent the part of the domain specific model as an INSPIRE extension • Create the connection to Linked Open Data infrastructures • Which additional features would you like to see? • Registry federation • Which additional content would you like to see? • Attributes (name and definition)

  6. Pointers and additional information • Please include any additional information or pointers to support the discussion (this will not be presented, but could be shared with the participants) • Feature Catalogue of Integrated Landscape Management (http://isu.enviroportal.sk/media/ko/index.html) • Governance schema (http://www.enviroportal.sk/uploads/2012/01/page/informacny-system-zp/kata/Zmeny_KO1.pdf) • Simple web app to propose changes to above Feature Catalogue (http://objektycgs.sazp.sk/) • ZB GIS feature catalogue (http://www.skgeodesy.sk/sk/ugkk/geodezia-kartografia/zb-gis/) • Spatial Information Register (http://www.informatizacia.sk/vdok_simple-np--rpi/609s15909c )

  7. Motivation for Registry and registers use • Meet legal obligations (e.g.INSPIRE), initiatives (e.g. Open Government Partnership ) as well as user expectations • Benefit from the potential of spatial content and services made available through standardised interfaces or their portal hubs (e.g): • INSPIRE GeoPortal or • Pan European data portal, • National INSPIRE Geoportal, • SK Open Data Portal • eGov portal...

  8. Identified functional requirements • Human readable and understandable interface (particularly for domain expertsin the process of data schema mapping from local to target schema). • Possibility to filter and query the content of the register via web graphical user friendly interface (GUI) as well as via application programming interface (API). • Support for connection with LinkedData registers and ontologies. • Investigate the improved possibilities for governance and further reuse (e.g. simple form of management of change requests via web friendly GUI). • Expose content via machine readable APIs. • Multilingual (Original + English language support). • Easy system deployment and maintenance.

  9. Identified non-functional requirements • Support spatial data exchange according the INSPIRE. • Definition of potential use-cases for registry use. • Identification of involved/affected stakeholders. • Support for mapping of local models to INSPIRE UML model: • Mainly relevant for data providers (e.g. LMOs). • Allow the possibilities to support INSPIRE model extensions for national and domain specific needs (e.g. requirement of national legislation, or simply working best practices). • Possible modifications allowing compliancy with national eGov requirements and recommendations.
