  3. 2002-2003 – 2003-2004 North East Florida Professional Development Consortium / JELP – Jacksonville Early Literacy Partnership look back 2003-2004 – QRS Pilot From Consortium to planting the seeds for a pilot QRS – Quality Rating System – 14 Pilot Sites / centers look back

  4. 2004-2005 – 2005-2006 From 14 Pilot sites / centers – expanded to an ambitious100 sites / centers – still in pilot – success! look back From QRS to QRIS – Multi County Collaborative culminating in GUIDING STARS OF DUVAL Unveiled it to the public with a big event with Mayor Peyton on Nov 7, 2007 – GSOD was official. look back Quality Rating and Improvement System

  10. 2008-2009 to 2011-12 – GSOD 1.0 How many centers have a star rating in Duval? 89% of the centers with a star rating have a 3-star rating or higher Approx. 50% of the centers which serve school readiness children have a star rating

  11. 2010-11 / 12 – Enter Family Child Care Homes GSOD 1.0 - 3 Domains of Guiding Stars of Duval Family Child Care Homes with a star rating look back • Learning Environment – FCCERS • Staff Qualifications/ Professional Development • 3. Program Operations • Family Involvement • Business Practices Approx. 8% of the FCCHs have a star rating 100% of the family child care homes have a 3-star rating or higher

Why did we put a pause on GSOD 1.0 • Provider Focus Groups – Summer 2011 and Summer 2012 – we listened and made changes. • Providers’ concerns about ITERS and ECERS • Teacher-child interaction to be measured better in GSOD • CLASS – Classroom Assessment and Scoring System – measure of teacher-child interaction • Research suggests that children in classrooms with higher CLASS scores have better outcomes • Race To The Top Challenge Grants’ expectations – CLASS • All of the above required a revisit of GSOD 1.0 standards
