Objectives of High Level Political statement • WHAT DO WE WANT: REQUEST for widening the scope of the use of EHR and re-use of the content, • bringing together clinical research IT and clinical care IT, • with first focus on clinical research and possibility to extend on public health sector • WHY DOES THIS MAKE SENSE: SHOWING benefits of interoperable EHR for the different health care stakeholders (practitioners, hospitals, payers, pharma sector and wider public health sector) • HOW CAN THIS HAPPENSPECIFY which scenarios will allow to decrease the cost and increase speed for results

Questions to be answered at plenaryfollowing discussion in break out sessions • In the current draft (presentation), do we address correctly the 3 key issues: legal, technical, organizational against the WHAT, WHY, HOW – if not, which aspects are missing • What are the key/strongest messages to pass to authorities (3 or 4 bullet) • What are barriers and practical recommendations (3 or 4 bullets) • What concretely we would expect out of political actions (as this topic is high on the agenda for many organizations like DG Sanco, WHO, …) – be concrete
