UK Air Display Practical Experience Dave Evans UK Civil Aviation Authority Flight Ops Inspectorate (GA)
DISPLAY AUTHORISATION (DA) • All pilots must hold a valid DA if flying at a public display. • Is specific to types. And aerobatics, formation etc. • Renewable every 13 months • Must be kept current (3 flights in 90 days, one on type) to display • Can be revoked or suspended by CAA
DISPLAY AUTHORISATION (DA) • Planned display sequence should be relevant to type. • Insurance may limit what you can do.. • Start at the bottom and work up… • No show-offs – display the aircraft, not the pilot! • Never fly an unpractised manoeuvre
DA EVALUATORS (DAEs) • 60 at present, covering all types. • Nominated by CAA or industry. • Very experienced on types. • Work for CAA on an unpaid basis. • Only recommend – CAA issues DA. • CAA Staff can cover anything.
DISPLAY APPLICATION • Site/Airfield: Is it suitable? • FDD/Organiser: Are they suitable? • Pilots: Qualified and have DA? • FCC/Safety Committee: Required? • Complies with CAP403 requirements? • Police/Fire/Medical informed
Crowd / display line Distances Height Minima Weather Minima No overflight of crowd (Exceptions) Good Briefing, verbal & written No passengers Good crowd enclosures Only practiced displays. Effective PA system Debrief CAP 403 RULES
No overflight of crowd…… A verbal briefing
FLYING CONTROL COMMITTEE • Recommended for all displays • Must have for displays over 7 items. • Ideally comprises experienced display pilots on types being flown. • Must have the power to stop display. • Should have an ‘all round view’
Display Discipline… • Pilots do sometimes fly lower than they should. Deliberate, or a misjudgement? • Slight height errors are acceptable. • But overall, is the display being flown safely? • Any doubts – stop the display - ask questions afterwards.
ACCIDENTS • Do happen……. • There is a risk…… • Rules & requirements mitigate the risk….. • Third party safety is paramount. • An open & honest reporting culture exists • A degree of self-regulation also exists. • We learn from any accident.
CAA MONITORING • Requirement to inspect Air Displays • At least 10% (20 events/year) • Good working relationship with industry. • We are credible - we know what happens! • We regulate with a soft touch….. • But ‘a hard fist’ when required! • DAs are sometimes revoked.
CROWD OVERFLIGHT • ORIGINALLY PROPOSED BY RAF RED ARROWS • 2 UK TEAMS AUTHORISED • STRICT CONDITIONS ATTACHED • SAFETY CASE SUBMITTED • CAN BE REFUSED BY FDD
CONCLUSIONS • Proven over a number of years. • Robust UK system of rules and regulatory oversight. • Accidents do happen. • No 3rd parties killed since 1952.
