Minnesota State Patrol Dispatch • 24 hrs/7 days • Full-time state employees recruited from the general public • 21 Radio Communications Operators (RCO) • Three supervisors (one per shift) • 3 or 4 RCO’s per shift
Mn/DOT Metro Division Maintenance Dispatch • 24 hrs/7 days • Full-time state employees, generally former maintenance field staff • 8 Radio Communications Officers • 1 Supervisor • 1-2 RCO’s per shift

Traffic Operations • 5:30am-8:30pm M-F, 10-6 Sat, 11-7 Sun • Full-time, part-time, and temp employees, all from within the Office of Traffic, Security, and Operations • 2 Supervisors with varying schedules • 26 staff who work 3 to 35 hours/wk • Represented by 4 different unions

The Schedule • Scheduling is coordinated by one person • Collect requested times/days off from staff • Framework is filled in • Posted once a month, 2 weeks prior to the start of the month (per union contract) • After posting, staff are responsible for “swapping” as needed
The Schedule • Method - Organized Chaos • Mix experienced with inexperienced • Mix core staff with volunteer staff • Factor in personal skill strengths & specialties
Advantages to Pooled Staffing • Take experience back to “real” job • Add different perspectives • “Staff Up” during peaks • Almost no burnout • Flexibility in staffing due to large number • Staff learn what other units do/relationships • Fully operational when 2 unions went on strike
